5 In each of the years 1961 to , 1970, inclusive, " the respective
aggregate amounts of principal and interest set out in 'the fourth
column of Schedule "A" hereto shall be levied and raised by a special
rate sufficient therefor over and above all other rates at the same
time and in the same manner as other rates-on all the ratable property
in, the Toij of BoTA rmanvi lle and shall be applied in payment , of the in
terest on the Debentures and the respective instalments of principal
as the same become due and payable.

b . The said Debentures may contain a clause providing for the
registration thereof pursuant to - Section 3.35 of The Municipal Act,
70 Pending the issue and sale of the aforesaid Debentures the
Mayor and Treasurer are, authorized to borrow money from any bank or
,,.,.,person by way of temporary advances to meet expenditures incurred
