DISCLOSURES OF PECUNIARY INTEREST Councillor Robinson advised that he would be disclosing a pecuniary interest with respect to Grant Application #01-006 contained in Report CS-10-01. MINUTES Resolution #GPA-199-01 Moved by Councillor Schell, seconded by Councillor Trim THAT the minutes of a regular meeting of the General Purpose and Administration Committee held on March 26, 2001 be approved. "CARRIED" PRESENTATION (a) Mark Schollen, Schollen & Company Inc. 220 Duncan Mill Road, Suite 102, Don Mills, M3B 3J5 presented the concept plan of the Bowmanville Boat Launch Recreation Area as described in Report PD-032-01. Mr. Schollen advised that Ihe property encompasses approximalely 36 hectares of land bounded by Lake Road, Port Darlington Road, Soper Creek and Lake Ontario. The soulh parcel currently supports a boat launch and fish cleaning station which was built by CLOCA in the late 1980's. The concepl plan will create a slrong link to Ihe waterfront Irail and focuses on development of the water area. Mr. Schollen explained the phasing plan and indicated thai the plan will provide Ihe general public with good access to the water, diversify the boat launch use and connecl the municipality 10 Lake Ontario. 301 G.P. & A. Minutes . DELEGATION PUBLIC MEETING . -2- April 9, 2001 (a) Joe Domitrovic, 3872 Courtice Road, Courtice, L 1 E 2L5 was present to answer questions with respect to Report PD-033-01. Councillor Schell chaired this portion of the meeting. Pursuant to the Planning Act, the Council of the Municipality of Clarington, through its General Purpose and Administration Committee, is holding a Public Meeting for the following application: (a) Rezoning Application Applicant: Cornelius Derks on behalf of Haviland, Jean, Edward and John Fennell Part Lot 9, Concession 2, Former Town of Bowmanville The Clerk's Department sent public notice for the rezoning application by first class mail on or before March 19, 2001 to all property owners within 120 metres of Ihe subject properly in accordance with the latest municipal assessment record. In addilion, notice was also posted on the sile prior to March 19, 2001. This notice procedure is in compliance wilh Ontario Regulation made under the Planning Act. (a) Report PD-031-01 - Cornelius Derks on behalf of Haviland, Jean, Edward and John Fennell - the purpose and effect of Ihe application is to rezone the subject lands from "Agricultural (A) Zone" to an appropriate zone to permit the developmenl of two (2) single detached dwellings and four (4) semi-delached dwelling units. No one spoke in objection to or in support of the application. Cornelius Derk, 344 Gothic Court, Oshawa, L 1G 7J2 advised Council that he is in support of the recommendations contained in the report and indicated that the proposal will improve the subjecl area. Bowmanville Boat Launch Recreation Area Concept Plan PLN 16.2.4 Resolution #GPA-201-01 Moved by Councillor Pingle, seconded by Mayor Mullon THAT Report PD-032-01 be received; THAT the Concept Plan prepared by Schollen and Company Inc. (Allachmenls 2 and 3 to Report PD-032-01), for the Bowmanville Boat Launch Recreation Area be endorsed; THAT implementation of the Concepl Plan as outlined in Section 4 of Report PD-032-01 be approved; THAT the Concept Plan be presented at a Public Informalion Centre and that notice of this meeting be placed in the appropriate newspapers; THAT $250,000 from the General Municipal Reserve Fund (Account # 111 0-195-X) be commilled as the Municipality's initial share of the funding submission made to Ihe Waterfront Regeneration Trust for the construction of this park; THAT, upon approval of the project by the parties involved the remaining Municipality's share of the funding totalling approximately $325,000, be included in the Public Works Department capital budget for the years 2002, and 2003; THAT no works be undertaken until the project funding from the SuperBuild Fund has been approved; THAT the Chief Administrative Officer be authorized to take the necessary action to finalize the arrangemenl with 1331902 Ontario Inc. for the temporary mainlenance of the fish cleaning station; THAT the Public Works Department review the management oplions, including exploring partnering opportunities with the private sector for the managemenl, mainlenance and operation of the boat launch and associated facilities; and THAT Ontario Power Generation be advised of Councii's decision. Waterfront Regeneration Trust Joint Funding Proposal to the Ontario Supebuild Fund PLN 15.15 b) the necessary by-law to adopt Amendment #23 be passed and that Amendment #23 to the Clarington Official Plan be forwarded to the Regional Municipality of Durham and Ontario Municipal Board for approval; and c) Ihe rezoning applicalion as submitted by Joe Domilrovic 10 amend Zoning By-law 84-63, to permit the exisling automotive body shop be approved and thai the appropriate by-law be passed as shown on Atlachment 4 to Report PD-033-01. "CARRIED" Resolulion #GPA-203-01 Moved by Councillor Rowe, seconded by Councillor Trim THAT Report PD-035-01 be received; THAT Resolution #GPA-093-01 be amended and replaced with the following; WHEREAS Ihe Council of the Corporation of Ihe Municipality of Clarington ('1he Municipality") has received and considered the Governmenl of Onlario SuperBuild Corporation Sports, Culture and Tourism Partnerships initiative Round 1 Application Guidebook; AND WHEREAS Ihe Councii has resolved to submil a Letler of lnlenl to the Ontario SuperBuild Corporation respecting qualification for funding of certain projecls under Round 1 of the SCTP initiative; AND WHEREAS Council advises that the Region of Durham is responsible for the Municipality's compliance with the new Ministry of Environmenl Drinking Waler Proleclion Regulation, Ontario Regulation 459/00 made August 9, 2000 ("DWPR"), and that the Region of Durham be requested to confirm its compliance; AND WHEREAS Council confirms that the Municipality does not have any outstanding public health and safety issues or projects affecting its existing sport, recreational, cuitural and tourism facilities; AND WHEREAS Council has been an active partner with Ihe Walerfront Regeneration Trust in achieving the vision of a continuous waterfront trail; AND WHEREAS Council supports the initiatives of the Waterfront Regeneration Trust, and has adopted the nine principles for Claringlon's waterfront, which is clean, green, connected, open, accessible, useable, diverse, affordable and attractive; 304 . . . Springfields Subdivision 40M-1709 AND WHEREAS the Waterfront Regeneration Trust is seeking partners in their submission to the Ontario SuperBuild Fund for projects along the Waterfronl Greenway; AND WHEREAS Council has undertaken several land acquisition initiatives and developed concept plans for waterfront lands and linking valleylands; AND WHEREAS Council has made this resolution on the understanding Ihat the recitals set out herein will be relied upon by the Ontario SuperBuild Corporation in considering the Project application for funding under Round 1 of the SCTP initialive; NOW THEREFORE the Council of the Municipality of Clarington advise Ihe Waterfronl Regeneration Trusl of its intent to partner with the Waterfront Regeneration Trust in its submission for funding for projects within the Samuel Wilmot Nature Area, the Bowmanville Boat Launch Recreation Area and the adjoining Bowmanville Creek Valley; and THAT Staff be authorized to develop detailed project proposals and any other steps necessary for submission of the projects for consideration; and THAT all inlerested parties lisled in Report PD-035-01 and any delegation be advised of Council's decision, FORTHWITH.
