PRIVATE PARKING ENFORCEMENT
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report CLD-20-05 be received;
2. THAT the by-laws attached to Report CLD-20-05 to appoint parking enforcement officers
for private property be forwarded to Council for approval;
3, THAT By-law 2003-191 be amended by deleting the names Craig Bennett, Steve Plue,
and Jason Kilburn; and
4. THAT Denise Franklin, Doug Pitcher, Richard Bell, Nikolaos Koitsopoulos, Tony Murray,
Keith Pearson be advised of Council's actions.

BACKGROUND AND COMMENT
Corporate private property owners have traditionally had the option of approaching Council for
permission to hire security officers to enforce the Clarington Traffic By-law 91-58 on their own
property.
Group 4 Falck (Canada) Limited has approached the Municipality and requested that officers
be authorized to issue parking tickets on the property at 2800 Courtice Road, Courtice. The
officers Group 4 Falck (Canada) Limited is proposing for the 2800 Courtice Road, Courtice is
Denise Franklin, Doug Pitcher, Richard Bell, Nikolaos Koitsopoulos, Tony Murray, and Keith
Pearson.
In addition to the appointment of the new officers, Group 4 Flack (Canada) Limited has advised
that five people who were previously appointed, are no longer employed by the Company. It
will therefore be necessary to repeal their appointment by-laws,
In order for the officers to be able to perform these duties they must be appointed pursuant to
the Police Services Act as a Parking Enforcement Officers, Group 4 Falck (Canada) Limited is
aware that, once appointed, the officers must attend at the Municipal Administrative Centre for
training prior to commencing any enforcement duties.

BY-LAW 2005-
Being a By-law to appoint individuals as
Parking Enforcement Officers for Private Property
WHEREAS Section 15(1) of the Police Services Act RS.O. 1990 Chapter P15,
authorizes a Council of any Municipality to appoint one or more persons who
shall be peace officers for the purpose of enforcing the by-laws of the
Municipality; and
WHEREAS it is desirable to appoint Denise Franklin, as a Parking Enforcement
Officer for the sole purpose of enforcing the Traffic By-law of the Municipality of
Clarington on the property located at 2800 Courtice Road, Courtice, in the
Municipality of Clarington;
NOW THEREFORE the Council of the Corporation of the Municipality of
Clarington hereby enacts as follows:
1. Dennis Franklin is hereby appointed as a Parking Enforcement Officer for
the sole purpose of enforcing the Traffic By-law of the Municipality of
Clarington on the property located at 2800 Courtice Road, Courtice, in the
Municipality of Clarington.
2. This By-law shall come into full force and effective immediately on the day
of Final passing by Council.

BY-LAW 2005 -
Being a By-law to amend By-law 2003-191 being a By-law
to appoint individuals as Parking Enforcement Officers
for Private Property
WHEREAS Council passed By-law 2003-191 appointing Parking Enforcement Officers;
NOW THEREFORE the Council of The Corporation of the Municipality of Clarington
hereby enacts as follows:
1. THAT By-Law 2003-191 be amended by deleting the names Craig Bennett,
Steven Plue and Jason Kilburn in Section 1.
2. THAT this by-law shall come into full force and effective immediately on the day of
final passing by Council.
