Cl!J!il!gron REPORT CLERK'S DEPARTMENT Meeting: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE Date: May 9, 2005 Report #: CLD-18-05 File#: /?t'X'-~*; Cf4 ;?21,":) -05 By-law #=oJCJC.IS- 603 Subject: PRIVATE PARKING ENFORCEMENT RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1, THAT Report CLD-18-05 be received; 2, THAT the by-law attached to Report CLD-18-05 to appoint a parking enforcement officer for private property be forwarded to Council for approval; and 3. THAT Karen Audenaert, Valiant Property Management and PRO, Security Investigation Agency Inc, be advised of Council's actions. Valiant Property Management has recently changed the security company that will be responsible for the Clarington Centre located at 2377 Highway #2 and 100 Clarington Blvd, in Bowmanville. Valiant Property Management wishes to hire P.R.O. Security & Investigation Agency Inc. to perform the enforcement duties on site as they relate to Handicapped, Fire Route and Visitor Parking offences at this site. PRO. Security & Investigation Agency Inc. (Valiant Property Management) has approached the Municipality and requested that officers from PRO. Security & Investigation Agency Inc. be authorized to issue parking tickets on their property at 2377 Highway #2 and 100 Clarington Blvd., Bowmanville. The officer P.R.O. Security & Investigation Agency Inc. is proposing for the Clarington Centre is Karen Audenaert, In order for the officer to be able to perform these duties she must be appointed pursuant to the Police Services Act as a Parking Enforcement Officer. PRO. Security & Investigation Agency Inc. is aware that once appointed the officer must attend at the Municipal Administrative Centre for training prior to commencing any enforcement duties. CORPORATION OF THE MUNICIPALITY OF CLARINGTON 40 TEMPERANCE STREET, BOWMANVILLE, ONTARIO L 1 C 3A6 T 905-623-3379 F 905-623-6506 THE CORPORATiON OF THE MUNICIPALITY OF CLARINGTON BY-LAW 2005 - Being a By-law to appoint individuals as Parking Enforcement Officers for Private Property WHEREAS Section 15(1) of the Police Services Act RS.O. 1990 Chapter P15, authorizes a Council of any Municipality to appoint one or more persons who shall be peace officers for the purpose of enforcing the by-laws of the Municipality; and WHEREAS it is desirable to appoint Karen Audenaert, as a Parking Enforcement Officer for the sole purpose of enforcing the Traffic By-law of the Municipality of Clarington on the property located at 2377 Highway #2 and 100 Ciarington Blvd., Bowmanville, In the Municipality of Clarington; NOW THEREFORE the Council of the Corporation of the Municipality of Clarington hereby enacts as follows: 1. Karen Audenaert is hereby appointed as a Parking Enforcement Officer for the sole purpose of enforcing the Traffic By-law of the Municipality of Clarington on the property located at 2377 Highway #2 and 100 Clarington Blvd., Bowmanville, in the Municipality of Clarington. 2. This By-law shall come into full force and effective immediately on the day of Final passing by Council. BY-LAW read a first time this 16th day of May 2005.
