A meeting was held in the office of E. Richard Lovekin,
B.A. LL.B., Newcastle, Ontario at 2:30 p.m. on June 25, 1969
to co-ordinate current matters 1�etween the Committee of
Adjustment and other Township Authorities and seek Mr. Little's
professional opinion on the comment* of the Ontario Municipal
Board at a recent hearing (June 16, 1969) (Planning Act RSO 1960
Section 32 (a) refers). Mr. Little was asked to give his opinion
on the significance of Section 10 "A" (5) of By -Law 1592 with
amendments thereto.
Mr. Little was of the opinion that the By -Law did
permit Resort Dwellings, provided they met the requirements of
table 113". Mr. Little also pointed out that the Committee should
consider the topography of a proposed severance in an Agricultural
Zone as tc whether natural dividing lines would separate a portion
of non -arable land for the purposes of recreation only, and he
was of the opinion that the Planning Board had provided for the
establishment of recreational in their by-law.
Mr. Little further stated that itis the prerogative
of Council to set out a policy and guide lines in co-operation
with the Planning Board which could be followed until an official
plan for`the Township could be passed. As this could be from
one to two years hence, the following guide lines might be con-
sidered for recreational lots:
(1) That the lot is not suitable for agricultural
purposes;
(2) That it is scenic and desirable for residential
purposes; _
(3) That it is on an opened road allowance and
not so located that the access to
create a traffic hazard; not on a curved hill;:
valley or onto a bridge;;
(4) Not in an area that could become a.reforestration
area;

(5) That the land is not in an area that may become
urbanized; within the next 20 to 30 years;.
(6) Preferably not on an arterial highway such
as #2, #359 #115;
(7) Control the number of consents that would
impede traffic;
(8) Particularly scenic areas not desirable for
agricultural purppses should be on a map and be
part of the official plan;
(9) Indicate areas where rural residential types
would be permitted;
(10) Official Plan to set out policies for division
in the absence of guide lines;

. General discussion indicated that the Council and
the Planning Board should indicate what the-ir long range policy
is going, to be with regard to the Townshir,) developing into a
predominately agricultural area or whether it should be developed
into.a predominately urban residential. area. The Committee were
of the opinion that this should be est ablished without too much
delay, preferably before the next hear.ing of the Ontario
Municipal Board. z
The Committee also felt +-nat there should be no
consents in areas which were unGier question at the OMB hearing
other than son or daughter to ~assist on the farm.

E.F.R. Osborne and seconded by K. Schoemaker. Carried.
Due to the absence of the applicants and their agent,
W. Kay Lycett B.A., the following applications were adjourned
for further consideration at a meeting to be=held on Monday,
July 7, 1969 at 8:00 p.m.

As a matter of record the Committee visited this property
on Wednesday, June 11, 1969 accompanied by Mr. O'Neill, The
topography of the land was more evident than on a former visit
as weather conditions in February did not permit a complete view
of the property.
