Secretary -Treasurer As a matter of record the Committee considered the following matter to be of sufficient urgency to call a special meeting at 2:00 p.m. Seitemter 27, 1973 to consider the following application . Application File "'"26-73-26 Northumberland and Durham County Board of Education,owner, Box 470 D`Arcy St. N., Cobourg, Ontario, for part of Village Lots 6 and 7 and part of Village Lot 8 and street reserve, Fart of Lot 28, Con 5, Township of Clarke, Submission "A"26-73-26 Application was made for exemption from provisions of sub -division control by-law 1592 as amended by by-law 1653 for permission to place 2 portable classrooms at a point within 5' of side property line. Yir. Gordon Savage, Accountant for Northumberland and Durham County Board of Education, appeared on behalf of the applicant; Ar. Douglas Moffat, Principal of Ur no Public School, Orono, Ontnrio also appeared in support of this applic�tien. Ivo other person appeared in support of or in opposition to this application. Mr. Horace R. Best, Secretary of the 'Tanning Board also appeared. The following mate_ial was presented to the meeting: 1. A photostat sketch of the existing building and portable classrooms and the proposed location of two addi.tinnal portables; Mr. Gordon Savage, under oath stated that due to the tremendous enrolment this year of from 320 to 368 pupils necessitates these additional portable classrooms. The the bed is located rpt the rear and easterly side of the existing public school building and 2 existing portables are already located in the some general area. The only convenient location left, therefore, is on the south westerly corner of the said building and the size of the portables ana the space available made the reduction in side yards necessary. It is anticipated when Clarke Senior School is built that grnaes 7 & 2 .,ill attend there, thus reducing the enrolment by 20 to 84 pupils. Mr. D. mcffat, under oath, stated that or. David Nancekievill, an abutting owner had approached him directly and was concerned that the property on the north side of the school ground, which borders Dor. Nancekievil.l's lot is not fenced. Mr. Moffat explained that due to the e-rly freeze-up last year, the fence was not built. The contract his been re -let and it is anticinatod that the fence will be built this year. The bound ry line is quite clearly injicnted by survey stakes. Fare 2 Meeting Committee of Adjustment, September 25, 1973: i-ir. The Committee, hay -ng heard the submissions of the representatives of Northumberland and Durham County Board of ducat_on, decided that it would be unnecessary to inspect the property as they had previousl•• visited the site on March 17, 1973 i.n connection with an applic<r)tion of an abuttinc owner immediately tc the south of the school, one Thom -s G. The %arionce requested here is very large percenta ewise and, in the orinion o� the Committee, can only be justified for the follo%ain; reasons: 1. Increase school enrolment makes it essential to provide interim accommodaticn for pupils forthwith. A permanent building progr<Fmce will, in the near future, provide perm=vent accommod-_tion for nrades 7 & 8 and reduce the pressure in this loc=4tion. The erection of these portables is, (,herefore, of a temporary nature only; 2. This decision should not be registered on title until the said time for appeal has lapsed when the applicant shall then regisger on title by way of Deposit a cop: of the Form of Consent and shall fortho:ith thereafter forward to the Secretary of the Committee of '.djustment a duplicate Certi-fic:-te of Deposit or a Notarial co,y thereof; 3. AN:) FURTHER that upon receipt by the Secret=ry of the aforesaid document, the appropriate administrative officials of the Township of Clarke shall be authorized to issue any and all necessary permits or to take any steps necessary to implement this decision.
