Councillor Stapleton led the meeting in prayer Roll Call Present Were: Mayor J. Winters Councillor D. Hamre Councillor M. Hubbard Councillor H. McKnight Councillor F. Stapleton Councillor A. Rutledge MINUTES Resolution #C- 781 -86 DELEGATIONS Moved by Councillor Hubbard, seconded by Councillor Hamre THAT the Minutes of a regular meeting of Council, held on Monday, September 8, 1986, be approved as read. Resolution #C- 782 -86 Moved by Councillor Wotten, THAT Regional Chairman Gary Agenda under delegations. Resolution #C- 783 -86 Moved by Councillor Hubbard THAT Sandra Dunham be added "CARRIED" seconded by Councillor Hamre Herrema be added to the "CARRIED" seconded by Councillor Stapleton to the Agenda under delegations. "CARRIED" Council Minutes - 2 - September 22, 1986 DELEGATIONS Jasper Holiday was not present at the meeting. Karen Thompson of the Ontario Lupus Association was unable to attend this meeting. Gary Herrema, Chairman, Regional Municipality of Durham, informed Council that he had been instructed to draw up a committee to ensure a plan of attack to repulse the actions of Eldorado. The committee requires two additional Council Members from the Town of Newcastle. Mr. Herrema asked the Mayor to join the committee and to appoint two Members from the Town of Newcastle Council. Resolution #C- 787 -86 Moved by Councillor Hamre, seconded by Councillor Wotten THAT the communication (undated) received September 9, 1986, from Mrs. Joy Ellis and Mr. & Mrs. Grant Wilson, R.R. #3, Bowmanville, L1C 3K4, requesting that Council arrange for the naming of a street in recognition of the Reynolds Family, who owned the property at Nash and Trull's Road, Courtice, since 1860, be received; AND THAT the correspondence be referred to the Planning Department for review and direct reply; AND FURTHER THAT the proponents be advised of Council's decision. "CARRIED" Resolution #C- 788 -86 Moved by Councillor Stapleton, seconded by Councillor Hamre THAT the communication dated September 9, 1986, from Steven B. Keene, Chairman, Ontario Caboose Committee, 33 Ranchwood Crescent, London, Ontario, N6G 3A1, requesting support for the retention of the Caboose be received; and WHEREAS trains today have increased to two to three times in length and operate with 3/5 of the crew that once manned these trains; THEREFORE BE IT RESOLVED THAT the Town of Newcastle is against the removal of cabooses on trains by National Railways due to reasons of safety AND FURTHER THAT Mr. John O'Hara, Secretary, Railway Transport Committee, Canadian Transport Commission, Ottawa Ontario, K1A ON9, and Steven B. Keene, be advised of Council's decision. "CARRIED" D - 3 Resolution #C- 789 -86 World Food Day Moved by Councillor McKnight, seconded by Councillor Wotten 10.2.11. THAT the communication dated September 2, 1986, from The Honourable Jack Riddell, Minister of Agriculture and Food, requesting that the Town of Newcastle proclaim October 16, 1986 as "World Food Day" in Newcastle be received; AND THAT the request be approved and advertised in accordance with Town Policy; AND FURTHER THAT the Minister of Agriculture and Food be advised of Council's decision. "CARRIED" Council Minutes - 4 - September 22, 1986 COMMUNICATIONS D - 4 Resolution #C- 790 -86 Addiction Research Moved by Councillor Havre, seconded by Councillor Stapleton Foundation, Alcohol/ Drug Abuse THAT the communication dated August 26, 1986, from Robert 10.2.11. Finlay, Centre Director, Addiction Research Foundation, 44 Bond St. W., 10th Floor, Oshawa, L1G 1A4, advising that he would be pleased to attend a Council Meeting at a time convenient to Council, to make a presentation, be received; AND THAT the request referred to herein be referred to the Clerk's office to make the necessary arrangements. THAT the communication dated August 29, 1986, from Mayor Roy O'Halloran, Corporation of the Town of Parry Sound, 52 Seguin Street, Parry Sound, P2A 1B4, inviting the Town of Newcastle to enter a float in their Centennial Parade be received for information. "CARRIED" D - 6 Resolution #C- 792 -86 Reform, ResponsibilitiesMoved by Councillor Stapleton, seconded by Councillor McKnight & Funding of Conservation Authorities THAT the communication dated August 1st 1986, from 60.87.99.(1) J. E. Drumm, Chairman, Central Lake Ontario Conservation Authority, 100 Whiting Avenue, Oshawa, L1H 3T3, soliciting support for the Association of Conservation Authorities of Ontario',s!,Bri�ef l/toi,the-_Minister of Natural Resources relative to the Reform, Responsibilities and Funding of Conservation Authoriey-be received; AND THAT the request be held in obeyance by the Clerk's Office until a presentation is received from the Ganaraska Conservation Authority; AND FURTHER THAT Mr. J. E. Drumm be advised of Council's decision. "CARRIED" Council Minutes - 5 - September 22, 1986 COMMUNICATIONS D - 7 Resolution #C- 793 -86 International Plowing Moved by Councillor Stapleton, seconded by Councillor Wotten Match 10.2.11. THAT the communication dated August 2, 1986, from Ted Smith, Chairman, International Plowing Match Steering Committee, R. R. 4, Sunderland, Ontario, LOC 1HO, requesting support in the Durham Region Plowman's Association bid to host the International Plowing Match and Farm Machinery Show in Durham Region in 1990 be received; AND THAT a letter be sent from the Mayor to Mr. Ted Smith, and Mr. Ivan Bell, O.M.A.F., Box 309, Uxbridge, Ontario, LOC 1KO, advising them that the Town of Newcastle is-the place to have the 1990 Plowing Match. "CARRIED" D - 8 Resolution #C- 794 -86 Storm Sewers - Moved by Councillor Hubbard, seconded by Councillor Wotten Flett Street, Bowmanville THAT the petition received September 16, 1986, from the 35.23.7. residents of Flett Street, Bowmanville, requesting that Council authorize the reconstruction of Flett Street be received; AND THAT the petition be referred to the Works Department for review and a report to the General Purpose and Administration Committee; AND FURTHER THAT Clarence Oke, Flett Street, being the first signator of the petition be advised of Council's decision. Report of Moved by Councillor Hamre, seconded by Councillor McKnight September 15, 1986 THAT the General Purpose and Administration Committee Report of September 15, 1986, be approved except for Items #2, #4, and V. "CARRIED" Councillor Hamre Chaired this portion of the meeting. Mayor Winters and Councillor Hubbard made declarations of interest relative to Report PD- 212 -86; vacated their chairs and refrained from discussion and voting on the subject matter. Mayor Winters owns lands abutting the subject property, and Councillor Hubbard resides across the road from the subject lands.,. Item #2 Resolution #C- 798 -86 Rezoning Application Moved by Councillor Hamre, seconded by Councillor McKnight Site Plan Approval John Rice THAT Report PD- 212 -86 be received; and 60.35.312. THAT the application submitted by Mr. R. W. Bruynson, for Mr. John Rice, to rezone a 0.689 hectare parcel in Part Lot 12, Concession 1, former Town of Bowmanville, to permit a seventy -seven (77) unit condominium apartment be referred to staff for processing and subsequent report and public hearing. "CARRIED" The Mayor resumed the Chair. Item #4 Councillor Wotten made a declaration of interest relative to Report PD- 216 -86; vacated his chair and refrained from discussion and voting on the subject matter. Councillor Wotten's son does business with Mr. Anton Jukic. Item #4 Resolution #C- 799 -86 Rezoning Application Moved by Councillor Hamre, seconded by Councillor McKnight Site Plan Amendment Anton Jukic(Cedar Park) THAT Report PD- 216 -86 be received; and 60.35.311. THAT the application submitted by Mr. Anton Jukic to rezone a parcel of land located in Part Lot 15, Concession 6, former Township of Darlington, to permit an expansion to the existing trailer camp /park be denied without prejudice. Councillor Wotten is a Livestock Valuer and the report contains claims that relate to him. THAT Report,TR773-861be received; and THAT in accordance with provision of Chapter 302, Section 810) of the Municipal Act, R.S.O. 1980, the Treasurer reports to Committee that the cash position of the Town of Newcastle for the month ended August, is as shown on the attached schedule; and THAT the expenditures for the month of August 1986 be confirmed. THAT Gerr Construction Limited, Bowmanville, Ontario, with a bid in the amount of $38,000.00, being the lowest responsible bidder, meeting all terms, conditions and specifications of Tender No. T86 -22, be awarded the contract for the Bowmanville Arena Repairs; and THAT the funds be drawn from the 1986 operating surplus per Resolution #C- 502 -86 via charging related costs to the Bowmanville Arena Building Construction /Renovations Account #7606 - 0501 -0000. AND THAT the Director of Planning, T. Edwards, also be authorized to represent the Municipality at the 1986 Trade Fair. "CARRIED" Resolution #C- 805 -86 Moved by Councillor McKnight, seconded by Councillor Stapleton THAT leave be granted to introduce By -law 86 -128, being a by -law to amend By -law 84 -63, the Comprehensive Zoning By -law of the Corporation of the Town of Newcastle (Risorto), and that the said By -law be now read a first time. "CARRIED" Resolution #C- 806 -86 Moved by Councillor McKnight, seconded by Councillor Stapleton THAT the second reading of By -law 86 -128 be approved.
