Minutes of a regular meeting
of Council, held on September
22, 1986, at 7:00 p.m., in
the Council Chambers.
Councillor Stapleton led the meeting in prayer

DELEGATIONS Jasper Holiday was not present at the meeting.
Karen Thompson of the Ontario Lupus Association was
unable to attend this meeting.
Gary Herrema, Chairman, Regional Municipality of Durham,
informed Council that he had been instructed to draw up
a committee to ensure a plan of attack to repulse the
actions of Eldorado. The committee requires two
additional Council Members from the Town of Newcastle.
Mr. Herrema asked the Mayor to join the committee and
to appoint two Members from the Town of Newcastle Council.
The committee would need to have some In Camera sessions.

Moved by Councillor Hamre, seconded by Councillor Wotten
THAT the communication (undated) received September 9, 1986,
from Mrs. Joy Ellis and Mr. & Mrs. Grant Wilson, R.R. #3,
Bowmanville, L1C 3K4, requesting that Council arrange for
the naming of a street in recognition of the Reynolds
Family, who owned the property at Nash and Trull's Road,
Courtice, since 1860, be received;
AND THAT the correspondence be referred to the Planning
Department for review and direct reply;
AND FURTHER THAT the proponents be advised of Council's decision.

THAT the communication dated September 9, 1986, from
Steven B. Keene, Chairman, Ontario Caboose Committee,
33 Ranchwood Crescent, London, Ontario, N6G 3A1,
requesting support for the retention of the Caboose
be received; and
WHEREAS trains today have increased to two to three times
in length and operate with 3/5 of the crew that once manned
these trains;
THEREFORE BE IT RESOLVED THAT the Town of Newcastle is
against the removal of cabooses on trains by National
Railways due to reasons of safety
AND FURTHER THAT Mr. John O'Hara, Secretary, Railway
Transport Committee, Canadian Transport Commission, Ottawa
Ontario, K1A ON9, and Steven B. Keene, be advised of
Council's decision.

THAT the communication dated September 2, 1986, from The
Honourable Jack Riddell, Minister of Agriculture and Food,
requesting that the Town of Newcastle proclaim October 16, 1986
as "World Food Day" in Newcastle be received;
AND THAT the request be approved and advertised in accordance
with Town Policy;
AND FURTHER THAT the Minister of Agriculture and Food be
advised of Council's decision.

Drug Abuse THAT the communication dated August 26, 1986, from Robert

he would be pleased to attend a Council Meeting at a time
convenient to Council, to make a presentation, be received;

Sound, 52 Seguin Street, Parry Sound, P2A 1B4, inviting
the Town of Newcastle to enter a float in their
Centennial Parade be received for information.

support for the Association of Conservation Authorities

10.2.11. THAT the communication dated August 2, 1986, from Ted Smith,
Chairman, International Plowing Match Steering Committee,
R. R. 4, Sunderland, Ontario, LOC 1HO, requesting support
in the Durham Region Plowman's Association bid to host
the International Plowing Match and Farm Machinery Show
in Durham Region in 1990 be received;
AND THAT a letter be sent from the Mayor to Mr. Ted Smith,
and Mr. Ivan Bell, O.M.A.F., Box 309, Uxbridge, Ontario,
LOC 1KO, advising them that the Town of Newcastle is-the
place to have the 1990 Plowing Match.

Council authorize the reconstruction of Flett Street be
received;
AND THAT the petition be referred to the Works Department

Administration Committee;
AND FURTHER THAT Clarence Oke, Flett Street, being the
first signator of the petition be advised of Council's
decision.

THAT the General Purpose and Administration Committee
Report of September 15, 1986, be approved except for
Items #2, #4, and V.

Councillor Hamre Chaired this portion of the meeting.
Mayor Winters and Councillor Hubbard made declarations
of interest relative to Report PD- 212 -86; vacated their
chairs and refrained from discussion and voting on the
subject matter. Mayor Winters owns lands abutting
the subject property, and Councillor Hubbard resides
across the road from the subject lands.,.

THAT the application submitted by Mr. R. W. Bruynson, for
Mr. John Rice, to rezone a 0.689 hectare parcel in Part
Lot 12, Concession 1, former Town of Bowmanville, to
permit a seventy -seven (77) unit condominium apartment
be referred to staff for processing and subsequent
report and public hearing.

to Report PD- 216 -86; vacated his chair and refrained from
discussion and voting on the subject matter. Councillor
Wotten's son does business with Mr. Anton Jukic.

contract for the Bowmanville Arena Repairs; and
THAT the funds be drawn from the 1986 operating surplus per
Resolution #C- 502 -86 via charging related costs to the
Bowmanville Arena Building Construction /Renovations
