"CARRIED" Delegations As part of their Citizenship requirements, the 9th Bowmanville Scout Group attended the Council Meeting. After passing a written test, the successful scouts will receive a Bronze Achievement Badge. "CARRIED" I - 8 Councillor Cowman took the Chair while the Mayor commented on a letter that has been sent to the Government regarding Eldorado Port Granby Site and the serious impact of high lake levels on waste that is buried. Relations Officer, Darlington Nuclear Generating Station, Re: the transporting of heavy water containing tritium between Pickering Nuclear Generating Station and the tritium removal facility at Darlington be received for information. Auger Szwarz, Secretary, Property Standards Committee, presenting a resolution passed by the Committee at its meeting of November 18, 1986, requesting that Council give consideration to increasing the membership of the Property Standards Committee from three to five members be received; AND THAT the subject matter be referred to the Director of Planning for review and a report to the General Purpose and Administration Committee; AND FURTHER THAT J. Auger Szwarz be advised of Councils decision. Insurance in Ontario ", requesting that the municipality support the recommendations contained in the final report and advise the Minister of Municipal Affairs of that support be received; AND THAT the Minister of Municipal Affairs be advised that the Council of the Town,.of Newcastle supports the recommendations contained in the final report of the Committee on "Municipal Liability Insurance in Ontario." Clipperton Moved by Councillor Wotten, seconded by Councillor Hubbard Resignation - Property Standards THAT the communication dated November 13, 1986, from Committee35.60.2.(13) W. H. Clipperton, 29 Scugog Street, Bowmanville, L1C 3H7, submitting his resignation from the Property Standards Committee be received; AND THAT the letter of resignation be accepted and Mr. Clipperton be thanked for his services to the Town of Newcastle. Winters. "CARRIED" Council Minutes - 8 - December 8, 1986 Communications D - 11 Resolution #C- 1015 -86 Building Survey Moved by Councillor Stapleton, seconded by Councillor Hubbard Clarke Library 35.60.19. THAT no action be taken on the communication dated November 21, 1986, from William Lover, Board Chairman, Newcastle Public Library Board, 62 Temperance Street, Bowmanville, L1C 3A8, suggesting that the review of the consultants report on the Orono Library Building be dealt with the staff of the Library and the Town. "CARRIED" Report #2 Resolution #C- 1018 -86 Town of Newcastle Moved by Councillor Hubbard, seconded by Councillor Wotten Official Plan Community Improvement 1. That Report PD- 300 -86 be received; and Policies 60.30.1. 2. That the proposed Official Plan Amendment in respect of Community Improvement Policies, approved by Council at its meeting of November 24, 1986, be modified by deletion of Map "B" delineating community improvement areas and replacing same with the revised Map "B" attached hereto, and the Regional Municipality of Durham be so advised. "CARRIED" By -Laws Resolution #C- 1019 -86 Moved by Councillor McKnight, seconded by Councillor Stapleton THAT leave be granted to introduce the following by -laws and that the said by -laws be now read a first time: Council Minutes - 9 - December 8, 1986 By -laws 86 -156 being a by -law to authorize the execution of an Offer to Lease Agreement with Matthews and Associates Insurance Brokers Ltd., in respect of a lease for premises situate at Park Street, Orono (Orono Hydro Electric Building); 86 -157 being a by -law formulating a plan for protecting property and the health, safety and welfare of of the inhabitants in an emergency area. THAT Council direct the Civil Recognition Committee to review and report on the acquisition of a lapel pin designed to recognize the role of volunteers associated with municipal activities.
