Rutledge Minutes Resolution #C- 116 -86 Moved by Councillor Wotten, seconded by Councillor Hubbard THAT the Minutes of a regular meeting of Council held on Monday, January 27, 1986, be approved as read. "CARRIED" Public Meeting The Mayor asked if there was any person wishing to speak re By -law 86 -23, being a by -law to stop -up and close and to authorize the sale of those portions of the original unopened road allowance, between Lots 32 and 33, all in Concession 1, in the former Township of Darlington, now in the Town of Newcastle, designated as Parts 3, 4 and 5 on Plan 10R -1451. The Mayor repeated the question twice. No person indicated a desire to speak. Delegations Thomas McBroom Associates Ltd., representing Peter Paul Corporation, was not present but sent a letter requesting a further postponement of Planning Report PD -9 -86. Blair McMullen, Re Official Plan Amendment, Report PD -29 -86 was not in attendance. H. 35.31.19. Forman, District Manager, Lindsay District, Ministry of Natural Resources, 322 Kent Street, West, Lindsay, Ontario, K9V 4T7, agreeing to the return of artifacts presently located in Darlington Provincial Park, to the Town of Newcastle be received; AND THAT staff be directed to meet with Mr. Forman and a representative of the Bowmanville Museum to discuss the return of the artifacts to the municipality; AND FURTHER THAT Mr. Forman be advised of Council's decision. :►► 1 D - 3 Resolution #C- 121 -86 Mental Health Week Moved by Councillor Stapleton, seconded by Councillor Hamre 10.2.11. THAT the communication dated January 13, Henry Silver, President, Canadian Mental Durham Branch, 111 Simcoe Street North, L1G 4S4, requesting that the week of May 1986, be proclaimed "Mental Health Week" Newcastle be received; 1986, from Mr. Health Association, )shawa, Ontario, 4th to May 10th in the Town of AND THAT the request detailed herein be approved and advertised in accordance with Town Policy; AND FURTHER THAT MR. Silver be advised of Council's decision. "CARRIED" D - 4 Resolution #C- 122 -86 Block Parent ConferenceMoved by Councillor Stapleton, seconded by Councillor McKnight 10.2.11. THAT the communication from Heather Bray, President, Durham Region Block Parents, 113 Queen Street, Brooklin, LOB 1CO, advising that the 1988 Ontario Block Parent Conference is to be held in Oshawa and requesting endorsement and financial support for the Conference be received; AND THAT the request to endorse the Conference be approved; AND THAT a,Grant Application Form be sent to the Durham Region Block Parents advising them to make an application through th`e Municipal Grant process for consideration in the 1987 budget; AND FURTHER THAT the Durham Region Block Parents be advised of Council's decision. THAT the Gordon L LOB 1MO, meetings Councillor Hamre, seconded by Councillor Wotten communication dated January 24th 1986, from Mr. Mills, P.O. Box 183, Division Street, Orono, requesting that Council consider holding all at night be received; AND THAT the communication be referred to staff for inclusion in the material to be considered when the timing of meetings is reviewed in approximately three month's time; AND FURTHER THAT Mr. Mills be advised of Council's decision. Prout, Campaign Chairman, Canadian Cancer Society, Bowmanville District Unit, 36 Concession Street East, Bowmanville, Ontario, L1C 1X1, requesting that Council proclaim the month of April as Cancer Month, and April 4th 1986 as "Daffodil Day" in the Town of Newcastle be received; AND THAT the requests detailed herein be approved and the proclamation be published in accordance with Town Policy; AND FURTHER THAT Mr. Prout be advised of Council's decision. "CARRIED" D - 7 Resolution #C- 125 -86 Request for School Moved by Councillor Cowman, seconded by Councillor McKnight Crossing Guard - Courtice Public THAT the communication dated February 3rd 1986, from Mr. School West, Ralph Ca rnovale, R.R. #6, Bowmanville, Ontario, L1C 3K7, Nash Road requesting that Council authorize the placing of a school 68.26.2. crossing guard on Nash Road, adjacent to the Courtice West Public School be received; AND THAT the correspondence be referred to staff for review and a report to the General Purpose and Administration Committee; AND FURTHER THAT Mr. Carnovale be advised of Council's decision. "CARRIED" Report #2 Resolution #C- 129 -86 Site Plan Control Moved by Councillor Hubbard, seconded by Councillor Wotten By -law 60.51.1. 1. That Report PD -44 -86 be received; and 2. That the attached by -law amending By -law 79 -151 of the Town of Newcastle (Site Plan Control) be approved. "CARRIED" Report #3 Councillor Cowman made a declaration of interest relative to Report #3, PD- 42 -86; vacated her chair and refrained Park Development from participating in discussion and from voting on the Courtice West subject matter. Mrs. Cowman is a property owner on Neighbourhood Darlington Blvd. S., Resolution #C- 130 -86 Moved by Councillor Hubbard, seconded by Councillor Hamre 1. -That Report PD -42 -86 be received; and 4. "CARRIED" Report #4 Resolution #C- 132 -86 Civic Administration Moved by Councillor Stapleton, seconded by Councillor McKnight Complex 10.12.100. 1. That Council receive Administrator's Report Admin14 -86; 2. That Council authorize staff to immediately proceed with the new Civic Administration Complex under Option "A" as outlined in Report Admin 13 -86; 3. That staff report back on the feasibility and financial costs to be incurred with respect to said project, together with working drawings as soon as information is available; Report #5 4. That Council continue to use the firm of A.J. Diamond and Associates to provide architectural and engineering services on the Civic Administration project and authorize the Mayor and Clerk to sign the necessary contractual documents to provide said service; 5. That staff be authorized on behalf of Council to apply for any senior government grants or loans that may be appropriate to offset the anticipated costs of the project. THAT the Director of Planning and the Director of Community Services attend the February 18th informal meeting of the Courtice and Area Community Association at the Courtice High School. "CARRIED" Councillor Hamre gave a verbal report on the activities of the R.O.M.A. Convention and the Site Selection Exhibition. Councillor Hamre informed Council that the Town of Newcastle was well represented by the Region of Durham. A folder outlining the industrial lands in Bowmanville was on display. That the salary structure for Works Department Administrative Staff depicted in Schedule "A" attached hereto, be approved in principle with the revised rates of pay for the Deputy Director and Confidential Secretary, to be considered as part of the administrative review by the Administrator prior to March 31, 1986; 4. Chant, Chairman and President, Ontario Waste Management Corporation, 2 Bloor Street West, 11th Floor, Toronto, Ontario, M4W 3E2, Re Public Meetings to discuss the issue of hazardous wastes and the work of O.W.M.C. in helping to solve this problem be received; AND THAT the subject correspondence be referred to staff to identify interested citizens and organizations who may be interested in attending and learning more about O.W.M.C. work; AND FURTHER THAT interested Members of Council attend the Tuesday, April 8th meeting at the Red Oak Inn, 100 Charlotte Street, Peterborough. "CARRIED" Councillor Cowman made a declaration of interest as outlined earlier in the meeting; vacated her chair and refrained from voting on the Confirming By -law. Resolution #C- 157 -86 Confirming By -slaw Moved by Councillor McKnight, seconded by Councillor Hubbard THAT leave be granted to introduce By -law 85 -24, being a by -law to confirm the proceedings of the Council of the Town of Newcastle, at this meeting held on the 10th day of February 1986, and that the said by -law be now read a first time.
