Library Building THAT the communication dated October 20, 1986, from Mr.
35.60.19. William Lover, Chairman, Newcastle Public Library Board,
62 Temperance Street, Bowmanville, L1C 3A8, submitting a
copy.of the "Building Survey" of the Orono Public Library
Building be received;
AND THAT the Survey document be referred to the Director of
Community Services for review and a report to the General
Purpose and Administration Committee;
AND THAT Council invite Members of the Library Board and the
author of the report, Mr. Ian Woods, to meet with the General
Purpose and Administration Committee to review the report;
AND FURTHER THAT Mr. William Lover be advised of Council's
decision.

THAT the communication dated October 20, 1986, from Glenda
Gies, Manager, Durham Recycling Centre Inc., 717 Wilson Road
South, Unit 4, Oshawa, L1H 6E9, requesting an opportunity
to meet with Council to discuss the future of the organization
be received;
AND THAT through the Clerk's Department, Mrs. Gies be
invited to attend a meeting of the General Purpose and
Administration Committee to discuss the future direction
of Durham Recycling;
AND FURTHER THAT Glenda Gies be advised of Council's decision.

Government Grants Moved by Councillor Hubbard, seconded by Councillor Wotten
for New Capital
Projects THAT the communication dated October 27, 1986, from
35.11.2. R. D. Tufts, Assistant Clerk, City of Brampton, 150
Central Park Drive, Brampton, L6T 2T9, requesting
support for their resolution regarding government grants
for new capital projects, be received for information.

Recycling Week Moved by Councillor Hubbard, seconded by Councillor Hamre
in Ontario
10.2.11. THAT the communication from the Honourable Jim Bradley,
Minister of the Environment, 135 St. Clair Avneue West,
Toronto, M4V 1P5, declaring the week of November 17, 1986
as Recycling Week in Ontario, and inviting Council to
declare the week of November 17th 1986 as Recycling Week
in the Town of Newcastle be received;
AND THAT the week of November 17, 1986 be declared "Recycling
Week" in the Town of Newcastle and advertised in accordance
with Town Policy;
AND FURTHER THAT the Minister of the Environment be advised
of Council's decision.

Pedestrian Signal Moved by Councillor Hamre, seconded by Councillor Hubbard
Audio Devices
77.2.115. THAT the communication dated October 21, 1986, from Mr. Ron
White, Immediate Past President, Lions Club of Bowmanville,
26 Beech Avenue, Bowmanville, L1C 3A2, inviting Council to
consider the installation of "Pedestrian Signal Audio Devices"
at all signalized intersections for the assistance of the
visually handicapped be received;
AND THAT the Clerk write to the Lions Club for a commitment
to this project and the correspondence be referred to the
Director of Public Works with the direction that he review
the matter with Members of the Lions Club, and prepare a
report for the consideration of the General Purpose and
Administration Committee;
AND FURTHER THAT Mr. Ron White be advised of Council's decision.

Moved by Councillor Stapleton, seconded by Councillor Wotten
THAT the communication dated October 31, 1986, from H. MacRae,
M.P.A., City Clerk and Director of Administrative Services, City of
Burlington, requesting support to their resolution to eliminate the
inequity in the present distribution of the basic Household
Grant be received; and referred to the Treasurer for review
and subsequent report.

THAT the delegation of Mr. & Mrs. Wm. Malarenko be
heard at this time.

Mr. & Mrs. Wm. Malarenko were present to answer any questions
Council may have relative to their rezoning application.
No questions were asked of the Malarenko's.
Motion Resolution #C- 941 -86
Moved by Councillor Cowman, seconded by Councillor Wotten
WHEREAS the Council of the Town of Newcastle at the meeting
of October 14th 1986, did by Resolution #C- 834 -86 deny
without prejudice an application by Mr. A. Hofstede, to
rezone Part of Lot 17, Concession 1, former Township of
Darlington, to permit the development of one (1) additional
residential lot;
AND WHEREAS on October 20th 1986, the applicant Mr. A.
Hofstede submitted a letter from Mr. Ted Watson, the owner
of the abutting agricultural holding, which advised that
he had no objection to the development of the residential
lot, provided the residence was properly sited on the lot;
NOW THEREFORE BE IT RESOLVED THAT because of the additional
information which has been submitted, that the Council of the
Town of Newcastle rescind Resolution #C- 834 -86 and approve the
rezoning application submitted by Mr. A. Hofstede to permit
the development of one (1) additional residential lot in Part
Lot 17, Concession 1, former Township of Darlington, conditional
upon an agreement being entered into with the Town of Newcastle
governing the siting of the dwelling on the lot.

discussion and voting on the subject matter. Councillor

to thirteen (13) residential units, be approved; and
THAT Section 3.(i) of Amendment No. 2 to the Hamlet
Development Plan for the Hamlet of Solina be amended by adding
following after the words Area "D":

THAT Report CS- 62-86 be received; and
THAT the attached policy on part- time /seasonal aquatic staff
remuneration for mandatory training courses be adopted and be
effective January 1, 1987; and
THAT this policy be referred to the 1987 budget; and
THAT staff wages be paid to part -time staff for mandatory
training sessions out of Town for the time involved in the
course up to a maximum of 8 hours per day.

THAT Council approve the UIC Section 38 Job Creation application
submitted to Employment and Immigration Canada; and
THAT the Town's contribution of $1,839.00 be included in the
1987 and 1987 Community Services Operating Budgets; and
THAT prior to the assigning of work responsibilities to this
year's crew, staff report back to the General Purpose and
Administration Committee to discuss priorities of work to
be done; and
THAT the Darlington Park and Community Services Department
priorities be separated in the report.

1. That prior to the selection of a method to be employed
regarding the design and construction of the new arena
facility, the following consultants be invited to attend
a meeting of the General Purpose and Administration
Committee in order to make a presentation and provide
information in this regard:

2. That reports related to topography, soils analysis, and
site plan details of the selected site be presented to the
General Purpose and Administration Committee for review;
3. That the Region of Durham be advised that the Town's recent
request to hire an engineering consultant to design a water
system required to service the site selected for the new
arena facility and related call for tenders for the
installation of such services be held in abeyance until
further advised;

4. That the Town in conjunction with Region of Durham examine
the longer -term planning potential of the general area in
the vicinity of the site selected for the new arena facility;
5. That consideration be given to the possibility of staging a
twin pad arena facility during the implementation of the
project; and
6. That the Treasurer present a report to the General Purpose
and Administration Committee regarding the possibility of
increased Wintario Funding for a twin pad arena facility.

Minimum Standards Moved by Councillor Cowman, seconded by Councillor Hubbard
Policy
WHEREAS the Council of the Town of Newcastle wishes to ensure
the maintenance of a minimum standard of new home quality and
durability for the urban areas of Bowmanville, Courtice and
Newcastle Village;
AND WHEREAS Council is of the opinion that such minimum
standard will assist in protecting property values within the
aforementioned areas;
NOW THEREFORE Council resolves to adopt a policy in respect of
Architectural and to approve said policy through adoption of a
Municipal By -law.
