7* That the debentures to be issued for the loan to be of footed
to pay for the , ooet of the work when completed shall bear interest
at the rate of I per pent. per annum and shall be payable within
twenty years on the instalment plan.

8. Any person whose lot is specially assessed may oommute , fox
a, payment in cash the special rates imposed thereon o by paying the
portion of the cost of construction assessed upon such lot, without
the interest, forthwith after the simoia.l Assessment Roll has been
certified by the Clerk, and at any time thereafter by the p%yment
of such
sum as, when invested
at
four
per aent..per annum,
will
provide

to
