Moved by; Wayne Godwin Seconded by Andrew Kozak. CARRIED 2) Items for information a) Road Watch-(Ron Radcliffe) Ron Radcliffe advised that there were 31 citizen report forms. Bowmanville High School Volunteers Keith Richards called to advise that students who need hours towards their volunteer service are working with the Durham Regional Police inputting data. These students are taking law and security courses and some are taking general courses. Rd. 3 at Lockhart 52 b) Highway 407 update (Ross Libbey,Leslie Benson) On October 5th the committee met regarding the revised EA Terms of Reference as a result of September 17th' These comments can be found on the 407 East website or by contacting Leslie Benson. Janice Szwartz went over changes of previous comments. These comments are available through Leslie Benson. All members are to comment to Janice by October 12th and the CAC's comments will be invited considered by Council on November lst. There is a Clarington 407 Highway brochure available for review. The next meeting will be scheduled at the call of the chair. C) Bowmanville Community Improvement Plan Update (Clayton Morgan) Most of the light poles are in and the brick work is almost finished. Decorative interlocking work at the intersections will be deferred. Council thought that it would be better to complete as much work as possible all at one time. Newer trees have been ordered per Peter Windolf and they will have thicker trunks. Clayton Morgan spoke with many of the merchant's downtown and they have seemed to be very happy with the changes. d) Presentations None scheduled. 3) Agenda Items for discussion (please review locations if you are not familiar with the area) a) Review of Concession St. Report to GPA Sept. 21 New 4-Way Stop Beech and Concession Street have been approved. No Parking Signs At the discretion of the Director of Engineering; By-Law can set up signs if parking is being abused. Concession St. Tree Visibility is better due to the tree being pruned lately. Page 3 of 5 CTMAC Minutes Thursday, October 21, 2004 b) Review of Tyrone and Leskard Report to GPA Oct. 4 A four-way stop was asked to be put in at Concession 7 and Liberty in Tyrone due to the increased amount of trucks using this route. The Engineering department reported; that signs were not warranted. This motion was defeated at a previous CTMAC meeting. Constable Keith Richards advised that the stop sign may trigger people to call in to complain about people not coming to a stop at the new sign. Trucks coming west may have problems in the winter. Council approved the installation of the stop signs at their October 12th meeting. Regional Road 14 Sign In Tyrone there is a sign that states "Gravel trucks are not allowed." Trucks are allowed to use this road and the only time they are not is when there is a load restriction. Constable Keith Richards commented that trucks usually are not speeding or rarely have accidents. He stated that trucks aren't much of a problem but if they are banned from traveling certain roads and have to use alternate routes it may cause more of a problem. The completion of the Longworth Bridge Project should help reduce extra truck traffic we are currently seeing. At Regional Road 5 and Claremont there was a similar sign taken down due to problems it was causing stated Stuart McAllister. C) Items of Interest to the Committee Committee Constitution Andrew Kozak has made three revisions to the committee constitution. Everyone received a copy of the changes. Subsequently, two more changes were made: Under eomtnittee composition—"Council member appointed by Council with voting privileges" Under Voting—as per Municipality of Clarington Rules of Council By- law 95-55" Attendance-Clayton Morgan commented on the attendance history of the committee and felt that being volunteers it is sometimes difficult to attend every meeting due to family commitments and other obligations and the committee has been very understanding to date. If an individual is unable to attend regularly they should review their commitment. According to the Clerk's department the chair is to notify the Municipal Clerk in writing of any member who is absent from the meetings for three successive months without being authorized to do so by a resolution of the Committee, and may request that the member be removed from the Committee. Councillor MacArthur commented that health issues should be looked at differently and regrets do not count as an absence. Lack of attendance does affect the committee. Page 4 of 5 CTMAC Minutes Thursday, October 21, 2004 A motion was made to: "Approve the Committee Constitution by accepting the revised Committee Constitution as amended." Moved by; Wayne Godwin; Seconded by; Ron Radcliffe. CARRIED d) Discussion of Future presentations and projects Committee members would like to see items containing information about these areas: Trends in road planning in new areas such as guidelines used for gridlines and cul-de-sacs to be presented by the Planning Department. Studies on the effectiveness of traffic calming devices presented by Ron Baker. The determination of speed limits in certain areas presented by Stuart McAllister. Stuart will also check to see if someone could make a presentation regarding the new road safety group that just began. Leslie and Tony would like the committee to get involved in a long term project that would deal with Improvements to the Roadway Environment in Hamlets. 4) New Business at direction of Chair Site Lines at Third and Elgin Councillor MacArthur advised that the hedge is blocking the view of traffic and this is a zoning issue that should be dealt with through By- Law. Student Pilot Project Keith Richards advised that mid November the Durham Regional Police are conducting a pilot project whereby students participate from Bowmanville High School by giving a lecture on why not to speed. Certain roads will be targeted and radar will be set up to stop people who will be given Provincial Offence Tickets or the option of listening to the students lecture on the spot. This will help students accumulate hours toward their community service which is a requirement to graduate. The students range from general studies to law & security interests. Operation Hwy 2 Corridor Another initiative that will take place mid November is the zero tolerance operation of stopping vehicles for speeding. Most of the accidents that occur are on Highway 2. For example there will be radar set up at intersections where accidents are frequent; Townline &Hwy 2, Courtice Rd. &Hwy 2, Clarington Blvd. &Hwy 2, Hwy 57 &Hwy 2 and Liberty &Hwy 2. Traffic Lights The traffic lights at Liberty and Taunton have made a huge difference in road safety. Page 5 of 5 CTMAC Minutes Thursday, October 21, 2004 Hwy 2 & 57 Even though there is double the volume at this intersection versus Liberty and Taunton the number of accidents are down by half. Stuart McAllister will check into seeing if the lights could be lengthened to allow 4 cars to pass through the advanced arrow rather than 2. Leskard & Taunton Stuart McAllister will look into why there are no double lines at this area. King Ave./Mill St. Newcastle Stuart will also check why the hand signal button doesn't work properly (no white lights with pedestrian crossing). 5) Next Meeting date: November 18, 2004—7:00 p.m. Room 1C (OLD LOCATION) Enter via Library, 163 Church St. Bowmanville Library, 40 Temperance St. Bowmanville 6) Adjournment: 8:30 p.m.
