Councilors have a chance to vote and make motions at the Council level. The member was not in attendance at the last meeting where it was confirmed by Patti Barrie that the councilors do have voting rights on other committees and therefore will on the CTMAC as well and the members present were in support of the change. It was also clarified that the Chair does not make a motion but rather requests a motion be proposed by one of the members. The minutes were approved. CARRIED 2) Items for information a) Road Watch-(Ron Radcliffe) Figures reported from the radar message board were 190-199, citizen reports totaled 24 and the bus watch was 1. It was questioned whether volume and all speeds could be recorded during the radar study and whether they could be gathered to compile statistics on Page 2 of 5 CTMAC Minutes Thursday, July 15, 2004 average speeds. This would be very hard to do as recording a speeding vehicle and obtaining the correct license plate number is the main concern. Gathering other information would reduce accuracy of obtaining the plate numbers of the top end offenders. Traffic Watch Update-(Ron Baker) Ron Baker advised of the statistics for the traffic watch update: Date Location # of Violations June 14 Nash west of Courtice Rd. 18 June 16 Old Scugog Rd near Maryleah Ct 25 June 22 Conc. South of Pebblestone 8 b) Highway 407 update Leslie Benson advised July's meeting was cancelled and there wasn't one in June, therefore there was nothing new to report. The August meeting is scheduled for the third. C) Bowmanville Community Improvement Plan update Clayton Morgan advised he attended the last meeting and discussed Bowmanville's strengths and areas where there could be improvement. It was a very informative meeting. The next meeting is scheduled for July 28th. The expected completion date of this improvement is later in the fall. c) Other information Page 3 of 5 CTMAC Minutes Thursday, July 15, 2004 Constable Keith Richards informed the committee that there is an information session which was advertised in the Canadian Statesman and will concentrate on the use of off road vehicles and dirt bikes. They are trying to steer the public from Raglan Pits to the Ganaraska Forest which is the only legal place in Durham Region to operate (other than private property by the property owners). People are not to be using this area as it is private property. This is a non-enforcement initiative. Riders are to purchase permits to ride at the Ganaraska Forest. He gave a handout to view which showed statistics on tickets issued by the Durham Regional Police for various reasons. 3) Agenda items for discussion a) Traffic connection south side of Newcastle Public School (Between Class Crt. and Beaver St.) The Kiss &Go program is steadily increasing and considered a success. Ron B. has not had questions from other schools but Kathy Abrams a school board Trustee who supports the initiative was going to pass this information onto the other schools. A 3-way stop was installed in front of the school. Tony Cannella was to contact the school board to see if they had any interest in looping traffic south of the school. The committee tabled the motion until after the school year starts. CARRIED b) Tyrone, Concession Rd. #7 at Clemens Rd.: 4-Way Stop Request The previous motion for an all-way stop failed to pass with only 3 members voting in favour of it. This item will be removed from the agenda. C) 40 Km/Hr. Speed Zone Information for Discussion Ron B. distributed three handouts for review, two from the Region of Durham and one from Oshawa. Members are to review for discussion at the next meeting. Keith Richards stated that speed limits in Enniskillen were reduced to an unrealistic number and not always is it a wise decision to lower them. The problems with speed arose after the speed had been reduced from 80 to 50 then back up to 70. 4) New Business a) New Stop Sign-Conc. & Wellington Streets The yield sign has now been replaced with a stop sign. b) Abstaining votes Page 4 of 5 CTMAC Minutes Thursday, July 15, 2004 Leslie Benson shared a handout (Municipality of Clarington's Bylaw 95- 55 ) which states: on page 5, section 14.0-Rules of Debate in Council,# 14.3 "When a question is put, every member present at a meeting, except the Mayor, shall vote thereon unless he or she has a declaration of interest. If a member refuses to vote, he or she shall be deemed to have voted in the negative." Pattie Barrie also confirmed that when someone abstains from voting, it is considered a no vote. This will now clarify the vote at the previous meeting dealing with a requested all-way stop in Tyrone. C) Minute recording It was decided that when Donna is taking the minutes she will not include "in favor" or"not in favor" votes unless Clayton states otherwise. The motion will be stated and expressed as `Carried' or `Defeated'. d) Concession St. &Wellington Councillor MacArthur advised that a local resident suggested that a"new stop sign ahead"be installed. The Operations department will be asked to take care of this. e) Parking concerns Dave Duffie brought up a concern regarding the level of parking enforcement. There is a lack of enforcement for on-street parking. Clayton suggested that this concern would not be for the Traffic Management committee to discuss. This is a by-law enforcement issue. There is one area of definite concern (Morgandale Cres.) which is constantly jammed with vehicles. Clayton suggested that David Duffie send a letter council stating the current situation and have this dealt with at that level. f) Pavement markings at the Newcastle Firehall,East Previously there was a solid white line alongside Durham Hwy 2 between the Firehall and Arthur Street but has faded away. Stuart McAllister will have a look at the area to see if the lines can or should be re-done. Councillor MacArthur stated that the lines at the area close to the boat dealer on Highway 115/35 are missing the lines as well. Stuart explained why the lines disappear (they are referred to as cats eyes and are very expensive). Stuart will talk to Ken Barrie of MTO who has jurisdiction over this roadway. g) Intersection of Third Street &Liberty This is a dangerous intersection with limited sight distance. Stuart advised that signs at this location will be replaced. He will check the collision stats. Page 5 of 5 CTMAC Minutes Thursday, July 15, 2004 h) Bloor/Prestonvale Intersection Shane Morris commented that he has heard quite a few complaints from residents and wondered if something was planned for this intersection. It is scheduled before the end of the year to have traffic signals installed, the entire intersection is being changed and Bloor Street will have major reconstruction work done. 5) Next Meeting date: August 19, 2004—7:00 p.m. Room 1C (OLD LOCATION, Library entrance) 6) Adjournment: 8:40 p.m.
