Chair Clayton Morgan called the meeting to order at 7:12 p.m.

Prior to meeting agenda
Clayton Morgan discussed voting privileges for Councilors that were
questioned at the last meeting and advised that until further notice he will have
voting rights. Donna will notify Pattie Barrie that Councillor MacArthur will
remain a voting member. Councilors have voting rights on other committees.
Currently we have 12 ward members along with road watch members who have
voting rights. It was mentioned that Glenda Baker and Teresa Williams are no
longer committee members and hopefully the newspaper ad will bring forward
new members.
Amended Minutes-May 20/04
These minutes have been amended and attending members received a copy.
Donna will mail amended copy to those not present.
1) Minutes of previous meeting (May 20,2004 Amended)
Moved by Wayne Godwin; Seconded by Dave Rickard, that the minutes of the
meeting of June 17, 2004 be approved.

2) Items for information
a) Road Watch
Ron Radcliffe was not in attendance to provide a report.
Traffic Watch update
Ron Baker advised that Dennis Rudman had operated the radar message
board in Leskard on Cone. Rd 8 reporting 53 vehicles and the fastest being
110 K.P.H. in a 50 K.P.H. zone from a 1:00-5:30 p.m. time frame. Dennis
also operated the unit on Cone. Rd 7 at Langmaid Rd reporting 28
vehicles. Wednesday June 23rd the radar board will be operated by
residents on Enfield Rd. north of Taunton Rd. Vehicle plates are recorded
if they are exceeding the posted speed by 20 K.P.H or more. A letter from
Durham Regional Police is sent out to the registered owner of the vehicle.
The plate information is run through a police check with the vehicle
description to ensure that they have recorded the correct license plate
number.
b) Highway 407 update
Ron Baker attended the last meeting for Leslie Benson and Ross Libbey
was not in attendance. The Planning department has prepared a memo for
council. The meeting for July 6th has been cancelled. The meeting for
August will still take place.
C) Bowmanville Community Improvement Plan update
Presentations
Clayton Morgan stated that there were several presentations that were very
informative. Charles Tawes presented facts regarding how the downtown
area has developed over the years. Another presentation from Suzanne
McCrimmon from the Board of Trade stated reasons why everyone should
patronize our local businesses to keep Bowmanville flourishing and the
importance of keeping local money in Clarington.
Parking downtown
Parking is plentiful in the downtown area especially behind stores where it
is privately owned. Lamp-posts and bollards should be completed by the
end of the summer. The installation of traffic signals at Highway 2 and
Roeniglc Drive is advancing along very well.
d) Other information
There were no items for discussion.

3) Agenda items for discussion
a) Concession St. Concerns
Last meeting there was a lengthy discussion regarding this area and
Wayne Godwin made the recommendation to deal with items b, c and d
first, and leave item 3a) until the end. All members were in favour.
b) Traffic connection south side of Newcastle Public School (Between
Glass Crt. and Beaver St.)
Tony will speak with the school board regarding traffic flow.
C) Hampton General Store
Currently the pavement marking proposal is being withdrawn. The
present parldng lot space will stay. No changes will occur at the present
time. Existing markings will be re-painted. There is no further need for
the committee to review this item. Leslie Benson commented that store
owners have re-organized parking spaces which have made a difference.
d) Tyrone, Concession Rd. #7 at Clemens Rd.
There has been a request to have 4 way stops installed. Leslie advised that
Councillor Trim would like to see 4 way stops reviewed. Ron Balser has
data that the committee has requested. The intersection doesn't meet the
criteria to warrant this type of stop. This is a fairly quiet community.
Traffic volume increases with weekend cottage commuter traffic and
when there is a function at Mosport. The municipality follows the
provincial guidelines. There are approximately 150 similar intersections
where residents have requested unwarranted all-way stops as a way to
combat speed concerns. Clayton advised that there might be visibility
issues surrounding the stone building. Ron B. advised that it doesn't meet
warrants. Traffic volume figures are: between the hours of 3:00-4:00 PM
there were only 157 vehicles and between 4:00 & 5:00 PM there were
only 169 vehicles. Leslie Benson advised that there will be no future
development in this area in the foreseeable future. It was wondered if an
amber light would be a consideration. Ron B. stated that such a light
would not serve any useful purpose in Tyrone as amber lights are usually
used to warn of hazardous intersections such as Liberty and Conc. 6 but
does little to control speeds.
A motion was made: "To recommend installing a 4-way stop at the
intersection of Clemens Rd/Liberty St. N. and Conc. Rd. 7."
It was Moved by Dave Richards; Seconded by Andrew Kozak.
Votes in favour: 3, not in favour: 1, abstained from voting: 3 (David
Duffie, Wayne Godwin and Glenn Wallis).

MOTION DEFEATED
Leslie stated that there is an engineered criterion which applies to the areas
that are in need of a 4-way stop and suggested that she could arrange to
have a presentation on this topic. It was stated that the recommendation of
the CTMAC will go to Engineering who will prepare a report to Council
providing a staff recommendation and a committee recommendation
which may be different. Council would then vote on the all-way stop and
other issues.
a) Concession St. W. Traffic concerns (including intersection of
Concession &Beech from Liberty St. to Wellington St.)
In Clayton's opinion the tree on Concession St. shouldn't be in the
committee's agenda for discussion. It is a tree that is owned by the
municipality and this issue should be referred back to staff to resolve.
Motion was proposed to take item 3a (Cone. St. W. &Beech from Liberty
St. to Wellington St.) off the agenda and place it into the proper
department for them to deal with the tree.
This motion was moved by Wayne Godwin; Seconded by Dirk Zinner.
All in favour.

Tree/all-way stop
Andrew Kozak was not able to speak with residents yet. Ron B. advised
that there would still be a visibility problem and liability problem
regardless of an all-way stop being installed or not. Removing limbs was
also discussed. The property owner doesn't want the tree limbed. Don
MacArthur stated that Tony Cannella was planning on visiting the
homeowner,but hasn't as yet.
A motion was made: "That the Clarington Traffic Management
Advisory Committee recommends that council approve a bylaw for the
installation of an all-way stop and the painting of a secondary stop bar
at the Concession St. West/Beech Ave./Burk Court intersection.
Whereas this is a unique location currently included in a larger loosely
related study (Phase 2 HDS) for investigation into guidelines for residents
and the municipality to better deal with the neighborhood's unique
characteristics and whereas acknowledging the support of local residents
in introducing a safer pedestrian crossing environment for Concession St.
W. between Liberty and Elgin to serve especially the elderly who use the
Clarington Beech Centre and children residing frequenting and passing
through the area, and whereas other locations within the neighborhood

have had 4-way stop signs implemented which did not meet standards due
to the unique requirements of the area."
The motion was moved by Andrew Kozak; Seconded by David Rickard.
Votes in favour: 5, votes not in favour: 2.

Site Line Restriction at Liberty St traffic signals
At the last meeting it was discussed that there should be no right turns on a
red light for eastbound traffic on Concession St W at Liberty St due to the
limited sight distance. Stuart McAllister commented that this is the
motorist's responsibility to make a safe turn however would recommend
this by-law amendment to the Region. The Region will also review the
chestnut tree at the northwest corner that needs to be trimmed as well.
Centre & Conc. St. —3-way stop
Councillor MacArthur thought it would be a good location for this type of
stop. The committee did not make any motion or recommendation on this
issue.
Parking
Council received a letter about a motor vehicle accident caused by cars
parked too close to the traffic calming island. The letter requested parking
restrictions and had objections to current parldng practices. The
committee did not make any motion or recommendation on this request.
40 K.P.H. Speed Zones
The committee will deal with this concern when more information is
received. There is documentation available on this subject which the
committee will be able to review.
Voting rights
A motion was proposed: "To change the constitution to formalize
Councillor MacArthur to become a voting member of the committee."
The motion was moved by Clayton Morgan; seconded by Andrew Kozak.

Lights at Roenigk Drive
The lights are scheduled to be working on Wednesday June 23rd.
