The meeting was brought to order by Andrew Kozak.
1) Minutes of Previous Meeting: February 17, 2005
MOVED by Clayton Morgan; SECONDED by Shane Morris.
THAT: "The minutes of the February 17, 2005 meeting be approved with
one change being#6, Adjournment should show seconded by Dave Duffle
rather than Dave Rickard."

2) Items for information
a) Road Watch-(Ron Radcliffe)
There were 29 report forms submitted over the past month.
Traffic Watch Update-(Ron Baker)
The radar message board is still on loan to Dr. Emily Stowe School and
Ron Baker will check to see when the sign is expected to be returned.
b) Highway 407 Update-(Ross Libbey, Leslie Benson)
The meeting for March was cancelled and the next scheduled meeting will
be in April.
c) Bowmanville Community Improvement Plan Update-(Leslie Benson)
There will be an open house inviting the public on April 11th in Council
Chambers. It will be held from 5:00pm— 8:00pm.
3) Agenda items for discussion
a) All-way Stop Modified Warrants (Samples from other Municipalities-
(Ron Baker)
Samples pertaining to all-way stops from other Municipalities were
reviewed by members prior to the meeting in order to familiarize
themselves with warrants used by other areas. Ron Balser has prepared a
draft of all-way stop traffic study guidelines which were discussed with
members.. The committee has suggested that Ron Balser include in the
study familiar intersections for each category to assist members. They
should be examples that meet existing all-way stop warrants. Committee
members should review the draft and bring comments to the next meeting.
New Subdivisions
Traffic control is organized by staff at the Municipality who will examine
the entire area before all-way stops are installed to make sure they are
warranted. Impact studies are usually requested from developers if there
are any concerns about traffic impacts. Developers install stop signs for
new subdivisions.

Leslie Benson will bring maps showing the Regional and Municipal
roads to the next meeting for members to view.
Note for Members
The minimum standard distance between traffic control devices is 250m.
b) 40 K1VI/HR Speed Zones (Toronto Sample)-(Ron Baker)
Clarington does not have any(or a policy for) 40 KM/HR zones; they
have been requested from the public on a number of occasions. Members
will review the information from Toronto and bring their comments to the
June meeting in order to assist Ron Baker in compiling a draft 40 I<M/HR
policy for Clarington Council to consider.
C) Member Attendance-(Andrew Kozak)
The chair re-confirmed the rp otocol for the Committee which states that
members unable to attend a Committee meeting shall notify the staff
liaison at least 24 hours in advance. The Chair shall advise the Municipal
Clerk in writing of any member who is absent for three consecutive
meetings, and may request that the member be removed from the
Committee. The Committee's constitution states that if a member's
attendance becomes problematic through frequent and/or consecutive
absences or regret notifications, the chair will take steps to resolve the
matters with the member and failing which bring the matter to the
committee for recommendation. If 3 consecutive absences are recorded
the Cleric's department must be notified. With the exception of health
matters, the Chair felt there should be no more than two absences of the 10
scheduled meetings missed per year because members miss important
information that is.crucial in decision malting and repeating missed
information is time consuming. He also added that regrets are important
in order that the committee have a quorum. The chair will advise the
Cleric's department of any members who fall into the category of"3
consecutive absences."
4) New Business at direction of Chair
a) Items of Interest to the Committee
Development in the Area of Bennett Road and Baseline
The Committee questioned the increase in traffic as a result of recently
proposed development in this area. Leslie advised that Traffic Impact
Studies will be required at site plan stage.
Holburn-Phase One
Phase one has been approved.
Upgrading of Baseline Road from Mearns Court to Lambs Road and
Construction of Baseline Road from Lambs Road to Bennett Road
The Public Information Centre will be held to receive comments and input
from the public and local area property owners on Wednesday, March 30,
2005 from 5:30 p.m. to 7:30 p.m. in Council Chambers regarding Baseline
Road reconstruction, Haines Street to Lambs Road and Baseline Road
construction right-of-way from Lambs Road to Bennett Road.

Disabled Parking
There is a report going to council for consideration of increasing parking
spaces in municipal lots. The recommendations also include relocating
the two narrow disabled parking spaces on Temperance Street over to
Church Street which is wider and safer.
