HomeMy WebLinkAbout1979-12-20Mayor Rickard and Members of Council: The following is a report of the meeting of the Planning & Development Committee held on Thursday, December 20 1979 at 9:30 a.m.: 1. Rezoning Z A-3-2-3 Brunhilde Schweizer It was recommended to Council that the recommendation contained in Report P-221-79 relative to Rezoning Application Z A-3-2-3, Brunhilde Schweizer, be endorsed and the Ontario Municipal Board be advised that the Council of the Corporation of the Town of Newcastle has reviewed By -Law 79-106 in light of the objections filed, and that Council wishes to proceed with By -Law 79-106. 2. Rezoning Z A-1-8-2 Rills of Liberty North It was recommended to Council that the recommendation contained in Report P-222-79 relative to Rezoning Application Z A-1-8-2, Rills of Liberty North, be endorsed and the Ontario Municipal Board be advised that the Council of the Town of Newcastle has reviewed By -Law 79-111 in light of the objections filed, and wishes to proceed with the said By -Law, as approved by Council on October 22 1979. 3. Newtonville Hamlet Development Plan It was recommended to Council that the recommendation in Report P-224-79 be endorsed and recommend to Council the following: 1. That this report be received; and that 2. Staff forward the revised Hamlet Development Plan to the Region of Durham in accordance with Section 10.4.2.2 of the Durham Regional Official Plan; and that 3. Staff report directly to this Committee at the next appropriate regular Planning and Development evening meeting, which shall be duly advertised in a local paper inviting public participation from the Nevtonville area and that the proposed development plan be put on display in general public areas for their inspection with Town Planning Staff to consult with the Regional Staff during that time. 4. O.P.A. 79-45/D Reclaiming/Recycling of Materials in Industrial Areas It was recommended to Council that the recommendations contained in Report P-223-79 be endorsed as follows: 1. That this report be received; and that 2. The Region of Durham be advised that the Town of Newcastle has no objection to the proposed amendment to Section 8.4.2.1 of the Durham Regional Official Plan as identified by amendment file number 79-45/D. -2- 5. Objections to By -Law No. 79-112 (Proposed Recreational Complex) It was recommended to Council that the recommendations contained in Report P-226-79 be endorsed and the Ontario Municipal Board be advised that the objection to By -Law 79-112 filed by Mr. & Mrs. Forsey has been withdrawn; and that the Ontario Municipal Board be advised that the Council of the Corporation of the Town of Newcastle has reviewed by Law 79-112 in light of the objection filed by Mr. Cole, and wishes to proceed with the said by-law, as approved by Council on October 22 1979; and that if the objection filed by Mr. Cole is not withdrawn, the Town Clerk be authorized to submit an affidavit to the Ontario Municipal Board stating that it is the position of the Council of the Town of Newcastle that the said objection is invalid, and request the Board to approve By -Law 79-112 without further public hearing. 6. Mr. Henderson re Butcher Shop, By -Law 78-117 It was recommended to Council that when written confirmation is received from the Solicitor allowing Mr. Henderson to operate a butcher shop, staff is hereby directed as follows: 1. The By -Law Enforcement Officer shall take no further action regarding any prosecution of Mr. Henderson's operation of a butcher shop at this time. 2. Planning staff shall include the necessary changes and land use designations on the Enniskillen Development Plan to allow the operation of butcher shop on Mr. Henderson's property, and 3. The necessary documents be prepared by the Planning Staff and brought forward to this Committee. Respectfully submitted, Ann Cowman, Chairman
