Mayor Rickard and Members of Council: -
The following is a report of the meeting of the Planning and Development
Committee Meeting held on December 6, 1979:
1. Oshawa By-law 119-79
It was recommended to Council that Oshawa by-law 119-79 be received and filed.
2. O.M.B. Hearing - Mastrangelo
It was recommended to Council that the Notice of Hearing by the Ontario Municipal
Board against a decision of the Region of Durham Land Division Committee Application
LD 200/79 - Salvatore Mastrangelo, be received for information and the Town of
Newcastle not be represented at the subject Ontario Municipal Board Hearing.
3. Rezoning Z -A-3-10-1 - Orono Plaza
It was recommended to Council that the Application for rezoning Z -A-3-10-1,
Armstrong Stores Limited - Orono Plaza be endorsed and:
1. The development Agreement be forwarded to Council for
execution and a by-law be prepared for that purpose (See By-law 79-149)
2. The rezoning by --law be forwarded to Council for consideration.

4. Newcastle Senior Citizens rezoning by-law 79-82
It was recommended to Council that, relative to by-law 79-82, being a by-law to
amend by-law 79-44 for the former Village of Newcastle, rezoning application
Z -A-3-11-4, the Ontario Municipal Board be advised that the Council for the Town
of Newcastle has reviewed the objections received to by-law 79-82, noting that
the concerns of the objectors will be dealt with in the Site Plan Agreement, and
that Council wishes to proceed with by-law 79-82 as approved by Council on
August 27, 1979.
5. Township of Scugog By-law 82-79
It was recommended to Council that Township of Scugog By-law 82-79 be received
for information.
6. Site Plan Control Area By-law
It was recommended to Council that the by-law designating certain lands within the
corporate limits of the Town of Newcastle as a Site Plan Control Area pursuant to
the provisions of Section 35a of The Planning Act as amended by The Planning
Amendment Act, 1979, be approved. (See By-law 79-151.)

7. Noise Control By-law
It was recommended that the draft Noise Control By-law be referred to the Finance
and Administration Committee for review with the By-law Enforcement Officer and
the By-law Enforcement Officer be authorized to circulate the by-law for comments
as may be considered appropriate.
8. C.L.O.C.A. - Planning Agenda
It was recommended to Council that Central Lake Ontario Conservation Authority
be included in the circulation list for the Planning and Development Committee
Agenda, in accordance with Town Policy.
