Mayor Rickard and Members of Council:
The following is a report of the meeting of the Planning and Development
Committee held on October 15, 1979:
1. Policy Processing and Review of Subdivision Applications
It was recommended to Council that the Policy in Respect of the Processing and
Review of Subdivision Applications re Storm Water Management Studies be implemented
by by-law.
2. O.P.A. 75-29/D - Brooks Lovell McLellan
It was recommended to Council that report P-181-79, Proposed O.P.A. 75-29/D
part of Lots 3 and 4, Concession 4, former Township of Darlington (Brooks Lovell
McLellan) be received for information.
3. O.P.A. 76-35/D (Waverly Heights Subdivision (Oshawa) Ltd.
It was recommended to Council that Report P-182-79, Proposed O.P.A. 76-35/D (revised)
part of Lot 24, Concession 9, former Township of Clarke, Waverly Heights Subdivision
(Oshawa) Limited, be received for information.
4. Durham Region Development Association
It was recommended to Council that the Town Clerk be instructed to forward a copy
)of the Terms of Reference for the Financial Analysis and Development Strategy Study
to the Durham Region Development Association and to advise them to make further
inquiries of the Planning Department in this matter.
5. Rezoning Z -A-1-8-2 - Rills of Liberty North
It was recommended to Council that application for rezoning Z -A-1-8-2, part lot 11,
Concession 3, former Township of Darlington, East Woodbridge Developments (Rills of
Liberty North) be approved and the amending by-law be forwarded to Council for
approval. (See By-law 79-111)
6. Rezoning Z-0-19-1 Splash
It was recommended to Council that application for rezoning Z-0-19-1, proposed
swimming pool and recreation complex, be approved and the amending by-law be forwarded
to Council for approval. (See By-law 79-112)
7. O.P.A. 75-32/D/ND - Schickedanz
It was recommended to Council that the Region of Durham be advised that the Town of
Newcastle recommends denial of O.P.A. 75-32/D/ND, affecting part of lot 7, Concession 1,
former Township of Darlington, on the basis that it is premature.
8. Ganaraska Region Conservation Authority - Valleyland Regulations
It was recommended that Council support the Ganaraska Region Conservation Authority
in implementing Valleyland Regulations as provided for in Section 27 of the
Conservation Authorities Act, R.S.O. 1970.

9. Floodline Mapping Project - Robinson Creek
It was recommended that the report of the Director of Public Works re Floodline
Mapping Project Robinson Creek Federal -Provincial Flood Damage Reduction Program
be endorsed and the subject document be referred to:
(a) the Finance and Administration Committee for review of the
costs relevant to;municipality.
(b) the Public Works Committee for a review of the physical factors
and implications contained therein.
10. The meeting schedule for November 12, 1979 was rescheduled for November
22, 1979 at 9:30 a.m.
