ADDITIONAL REPORT TO COUNCIL MEETING OF OCTOBER 9, 1979
ayor Rickard and Members of Council:
The following is a report of a meeting of the Planning and Development Committee held
on October 1, 1979 and reconvened on October 5, 1979.
1. Soper Creek Neighbourhood Plan
It was recommended to Council that:
(1) The Soper Creek Neighbourhood Plan be adopted, as revised and
forwarded to Durham Region, with all relevant background material
for their approval; and
(2) The draft plans of subdivision located within the Soper Creek
Neighbourhood, and dealt with under separate reports, be considered
for Draft Plan approval conditional upon the provision of services
and specifically of sewage capacity.
2. Reserve Capacity Soper Creek Water Pollution Control Plant
It was recommended to Council that:
(1) The existing commitments of sewage capacity which have been allocated
but remain unused, be reaffirmed for a period of one year, at which
time they shall again be reviewed and, if necessary, reallocated; and that
(2) All affected parties be so notified; and that
(3) The existing Soper Creek Water Pollution Control Plant reserve capacity
of 804 persons be allocated as follows:
Cean Investments 18T-74067 198 persons
Schwarz Bros. 18T-77095 68 persons
Investments 18T-76-25 538 persons
804 persons
and that;
(4) Any further proposals for development within the Bowmanville Urban
Area only be considered for draft approval, conditonal upon the provision
of services, compliance with the provisions of the applicable Official
Plan, and any other conditions deemed appropriate during reveiw of the
proposal.
3. Rezoning A -A-2-6-3 (Brooking)
It was recommended to Council that they support the application for rezoning, Z -A-2-6-3,
Lot 10, Concession 2, Bowmanville, A. Brooking, and the Director of Planning be directed
to bring forward a zoning by-law to cover the terms and conditions in Report P-173-79.
4. Rezoning Z -A-1-16-1 - (Roti)
It was recommended to Council that Application for Rezoning Number Z -A-1-16-1, part of
lots 32 and 33, Concession 8, former Township of Darlington - Salvatore Roti, be endorsed
and the application be approved and the amending by-law be forwarded to Council for
approval subject to corrections on Schedule "X". (See By-law 79-105).

l Application for Plan of Subdivision 18T-76011, Penwest Developments Ltd.
It was recommended to Council that Application for Plan of Subdivision Number 18T-76011,
part of Lot 9, Concession 2, Bowmanville, Penwest Developments Ltd., be endorsed subject
to the Revisions and Conditions listed in Resolution #PD -451-79.
6. Application for Plan of Subdivision 18T-72556, Schickedanz Developments Ltd.
It was recommended to Council that Application for Plan of Subdivision Number 18T-72556,
part of lot 8, Concession 1, former Town of Bowmanville, Schickedanz Developments Ltd.,
be recommended to the Minister of Housing for draft approval, subject to the revisions
and conditions listed in Resolution #PD -452-79.
7. Rezoning Z -A-3-2-3 (Schweizer)
It was recommended to Council that Rezoning Z -A-3-2-3, Schweizer, be approved and the
amending by-law be forwarded to Council. (See By-law 79-106).
