(416)263-2231 REPORT TO COUNCIL October 9, 1979 SUBJECT: Courtice Urban Area Plan BACKGROUND• i As members of Council are aware, the Courtice Urban Area Plan as presented to the Town in April of 1979, has been circulated by Planning Staff and revised to accommodate the concerns of the various government agencies/ departments and landowners in the "Courtice Urban Envelope". A Public Meeting was held on September 26, 1979 at the direction of Town Council, to review the proposed Courtice Urban Area Plan as revised by Planning staff. On the basis of that meeting, several letters have been received by the Planning Department and are attached for Council's consideration. COMMENT: Staff have considered the attached letters and concerns expressed at the Public Meeting of September 26, 1979 and feel that further changes to the Courtice Urban Area Plan should be considered as "amendments" to the Urban Area Plan, processed as Official Plan Amendments. Staff feel - 2 - that the Courtice Urban Area in its current form satisfies the major concerns expressed in respect of the development of Courtice and that the Plan will serve as a reasonable guide for the processing of develop- ment in Courtice. RECOMMENDATION• Staff recommend that Council adopt the following Resolution: "WHEREAS the Courtice Area was identified as an area for urban -residential development in the Official Plan for the former Township of Darlington, and approved as such by the Minister of Municipal Affairs in 1960, and WHEREAS the Town of Newcastle has considered the development of Courtice through the preparation of various Planning documents including the Murray V. Jones Study in 1974, An Interim District Plan for the Town of Newcastle in 1975, A Courtice Con- cept Plan prepared by M.M. Dillon Ltd, in 1976 and Urban Area Plan prepared by the I.B.I. Group Ltd. in 1978, and WHEREAS the "Courtice Urban Envelope" as defined within the Official Plan for the Regional Municipality of Durham has been approved by the Minister of Housing (1979) for residential and related land uses, and WHEREAS Municipal services are being extended to service the Courtice Urban Area, and WHEREAS the Town of Newcastle deems it appropriate to amend the Official Plan for the former Township of Darlington to bring that document into conformity with the provisions of the Durham Regional Official Plan and to provide detailed policies for the consideration of further development in the Courtice Urban Area, - 3 - BE IT NOW RESOLVED THEREFORE that the Town of Newcastle hereby adopts the Courtice Urban Area Plan attached, and requests the Regional Municipality of Durham to: 1) Adopt the Courtice Urban Area Plan as an amendment to the Official Plan for the former Township of Darlington, and 2) Effect all necessary changes to the Official Plan for the Regional Municipality of Durham as may be required, and 3) Submit the Courtice Urban Area Plan as an amendment to said Official Plans to the Minister of Housing for approval as soon as possible."
