Mayor Rickard and Members of Council: -
The following is a report of the meeting of the Planning and Development
Committee held on September 17, 1979:
1. Parking Requirements - Bowmanville
It was recommended to Council that Report P-159-79 be endorsed and the
by-law amending by-law 1587 of the former Town of Bowmanville, re Parking
Requirements, be forwarded to Council for approval. (See By-law 79-99).
2. Newcastle Chamber.of Commerce
It was recommended to Council that ReportP-160-79 be tabled and the letter
writer be advised that until an application for rezoning is forwarded to
the Planning Department by the owner of the property, no further action
can be taken.
3. Rezoning - Soper Creek Water Pollution Control Plant
It was recommended to Council that, subject to input from a Public Meeting to
be held at the next Planning and Development Committee meeting, that the Region
of Durham Works Department be advised that the Town agrees with the preclusion
of Residential uses from the subject lands, but that an industrial zoning would
be more appropriate and that the amending by-law be forwarded to Council for
approval and to the Region of Durham for information.
4. Ministry of Housing Annual Housing Review Questionnaire
It was recommended to Council that the Town of Newcastle hereby endorses the
housing "targets" included within the Ministry of Housing's Annual Review
Questionnaire attached, and notes that the Town will be preparing a Municipal
Housing Statement detailing its housing needs in the near future.
5. Zoning By-law LDCM Investments and Barmond Builders Ltd.
It was recommended to Council that the by-law amending restricted area by-law
1587, as amended of the former Town of Bowmanville LDCM Investments and Barmond
Builders Ltd., part of Lot 14, Concession 2, former Township of Darlington,
be forwarded to Council for approval. (See By-law 79-100).
6. L & R Subdivision Agreement
It was recommended to Council that the subdivision agreement between the Town
and L & R. Construction Ltd., be approved including the necessary changes and further
that a by-law be prepared for the purpose of executing the Agreement.
7. Subdivision 18T-77002 D R Agencies
It was recommended to Council that recommendation 2(b), as amended, in report
P-167-79 re Application for Subdivision Number 18T-77002, part lots 32 and 33,
Concession 2, former Township of Darlington (D R Agencies) be endorsed and
Application for Subdivision Number 18T-77002 be approved subject to the
revisions and conditions as outlined in Resolution #PD -431-79. Pages 5, 6 and
7 of the Minutes.

8. Rezoning Z -A-3-2-3 - Schweizer
It was recommended to Council that application for rezoning Number Z -A-3-2-3
part lot 15, Concession 2, former Township of Clarke (Brunhilde Schweizer) be
endorsed subject to an advertised Public Meeting being held for input.
1. That application for rezoning Number Z -A-3-2-3 be approved.
2. That by-law, amending Restricted Area By-law Number 1592, as amended
of the former Township of Clarke, be forwarded to Council for approval, and
3. That the Region of Durham be advised of Council's action in respect of the
subject application.
