Mayor Rickard and Members of Council:
The following is a report of the PUBLIC MEETING held on Monday, March 19, 1979
to deal with the following Items:
O.P.A. 70 - Part of Lots 3 and 4, Concession 4, former Township of Darlington
Change from Agriculture to Estate Residential
No person was present to speak to this Official Plan Amendment.
It was recommended to Council that Report P-29-79 be endorsed and
it be recommended to the Region of Durham that no further approvals be given,
related to this application to amend the Official Plan for the former Township
of Darlington; File 75-29 (Former File O.P.A. 70), pending the Central Lake
Ontario Conservation Authority's proposed acquisition of the subject lands.
O.P.A. 148 - Bowmanvilb Official Plan, pt lot 13, Conc. 1 Bowmanville
Change from Industrial to Residential
Mr. Fleischmann of Donevan and Fleischmann, spoke to the Committee
on behalf of Wilswar, owners of the property and stated that he felt it would be
better to put residential rather than industrial development in that area because
of possible objections be neighbouring residents. He said the Plan could be
amended to provide that no lots fronted on Base Line Road. He also stated that
the owners were unable to attend this meeting and asked that they have an opportunity
to address the Committee.
Report P-30-79 - it was recommended to Council that the report be
tabled pending completion and approval of the District Plan for Bowmanville.
Rezoning and Redesignation of Road Allowance between lots 12 and 13, Conc. 10,
Darlington. from Class "B" Public Street to Class "A" Public Street
No person was present to speak to this Rezoning
It was recommended to Council that Report P-43-79 be endorsed and
the application for rezoning, Number Z -A-1-11-6 be approved and the attached
amending by-law be forwarded to Council for approval. (See By-law 79-23)
Soper Creek Neighbourhood Development Plan
The following were present relative to this Plan
Mr. Hugh Macklin, representing Schickedanz Development Limited
who spoke in support of the Plan.
Mr. Conroy Dowson, representing Penwest Developments, who spoke in
support of the Plan
Mr. M. Kelly solicitor for Mr. W. R. Mutton who had no comments.
Mr. Mario Veltri who spoke in support of the plan
Mrs. Vanderveer was also present.
REPORT NO. 1
It was recommended to Council that the following recommendation in Report P-34-79
be approved subject to agreement in principle by Central Lake Ontario Conservation
Authority relative to floodlines and storm drainage:
1. That the Neighbourhood Development Plan for the Soper Creek Neighbourhood, being
Special Study Area 1 as defined within the Bowmanville Official Plan, be adopted by
Council; and that
2. The Neighbourhood Development Plan, as adopted, be forwarded to the Region of
Durham for information.
Newcastle Village Development Plan for the South West Quadrant
Ms. Milena Protich representing Milani and Milani, spoke to the
Committee relative to this Plan and stated that she had presented her comments,
in writing, to the Planning Staff previously. She stated that she had two difficulties
with the plan; one was the question of the sight line for access to Highway #2 and
the other was the general proposal for all of the land north of Milani and Milani's
present subdivision. She felt that the proposed design did not take advantage of
the natural features such as the valleyland and present orchards and that the road
pattern was limiting.
Report P-37-79 was received and referred back to Staff for further
dialogue with the landowners and area residents relative to the layout and road
access and there be a report back to the Committee.
