Mayor Rickard and Members of Council:
The following is a report of the meeting of the Planning and
Development Committee held on February 1, 1979 at 9:30 a.m.
in the Bell Building Committee Room.
1. Hampton and Orono Development Plans
It was recommended to Council that Staff be directed to complete
the Hamlet Development Plans for Hampton and Orono based on the
following assumptions:
(i) Development shall be limited to minor infilling
using private drilled wells and septic tanks; and
(ii) Future expansion will only be permitted if a
municipal water system is made available to the
residents of Hampton and the Orono system is expanded
beyond its present limitations.
2. By-law amending 77-84 (Cedar Park)
Report P-12-79, by-law amending by-law 77-84 (Cedar Park) was
adopted and by-law 79-10 was forwarded to Council. (See By-laws)
3. O.M.B. Hearing - Stewart
It was recommended that Staff be authorized to attend the Ontario
Municipal Board Hearing re Appeal by Esther Stewart and Robert N.
Stewart against a decision of the Region of Durham Land Division
Committee on February 20, 1979 to support the decision of the
Land Division Committee.
4. Topsoil Preservation Act
It was recommended that the Item relative to the Topsoil Preservation
Act be removed from the Agenda and the Municipality go on record as
supporting guidelines that may be used in establishing a policy for
Topsoil Preservation and the Director of Planning and Development
write to the Minister of Agriculture to prepare a sample by-law.
5. O.M.B. Hearing re By-law 78-85 (Mickle)
It was recommended that Planning Staff and the Town Solicitor be
authorized to appear at the Ontario Municipal Board Hearing on
February 28, 1979, in defense of By-law 78-85 (Mickle).

6. O.M.B. Hearings re McEvoy and Cooper and N. Gary and Lorraine Lucas
It was recommended that Planning Staff be authorized to attend the Ontario
Municipal Board Hearing on February 16, 1979, McEvoy and Cooper appeal
from a decision of the Committee of Adjustment and the Ontario Municipal
Board Hearing on February 15, 1979, relative to an appeal by N. Gary Lucas
and Lorraine Lucas from a decision of the Durham Land Division Committee.
7. Special Meeting
A. Special Meeting was called for February 15, 1979 at 9:30 a.m. to discuss
Resolution #PD -9-79, Bowmanville Mall and Consultants for preparation of
the Bowmanville District Plan and Consultants be present at the meeting.
