SITE PLAN AGREEMENT - LAWRENCE CRESCENT
TOWNHOUSES: -
The attached report was requested and presented to
Council, who referred it to this Committee. The proposed
second storey link was in the original site plan which was
approved by Bowmanville Council, but was inadvertantly left
out in a revision to the site plan.
I see no problem with reinserting it, provided acc-
ess to the rear of the buildings for :Mremen and hoses is
maintained.

The developerssof this project have encountered a protlem
in obtaining building permits which arises from a conflict between
the site plan agreement and the zoning bylaw. I believe the
developers were advised of this problem verbally when the site
plan agreement was signed. The site plan agreement places two of
the buildings within 11 feet of each other whereas the by-law
requires then to be separated by, by at least the height of thc,
building which would be approximately 33 feet in this c,aso. The
developer proposes to solve his problem by making a change in the
site plan agreement to allow a second storey connection Lctweer
t the two buildings, effectively making them one building.
There would still be an open passageway through the bu lBing
at ground floor level, which would provide for convenience= and
emergency access, soI can see no objection to this revision in
the site plan.
