SUBJECT: Animal Control Monthly Report Explanation on Fi6bres
When the Provincial Offences Act came into effect in April 1981, within the Town of
Newcastle, it changed the ticket process. As.a result, violation forms were no
longer necessary as they began to issue P.O.A. tickets. The Town no longer has to
issue summonses as the P.O.A. system is handled through the Courts, thus, there is
somewhat of a difference shown on the report in the area marked summons issued.
On the 1980 section of the report dealing with summonses, the figure 64 is listed
the reason being Larry Simpson, instead of having door to door sales of dog
licences, issued summonses to persons not purchasing dog licences. This explains
obviously the conviction section being higher.
Written warnings are higher because the Pound now documents every call with written
warning forms, where before this was not carried out. It is a good record system
and can be checked periodically by the Animal Control staff for second offenders
etc. and in some cases, P.O.A. tickets issued. This system also brings up the
amount of warnings issued on the monthly report forma
The column P.O.A. tickets issued 1981 - 38; 1982 - 30; total for May - 3. These
figures do not ow any decline, in fact, there will be a substantial increase for
1982.
