REPORT ON LETTER RE CAPITAL WORKS PROJECTS;
1. The Town of Newcastle has been asked to give its approval to the
construction of two sanitary sewer projects in Bowmanville. The
construction of water and sewer services is a regional responsi-
bility, but under the provisions of Bill 162 and Regional By-laws
currently in effect, the cost of such projects is charged back to
the local municipality concerned.
2. There are five ways in which the money can be raised for water
and sewer projects:
(1) Payment out of general rates
(2) Payment out of special area rates
(3) Payment out of local improvement charges
(4) Payment out of user charges
(5) Payment out of development charge fund (lot levies)
The cost of maintenance and operation of the present Bowmanville
sewer system is now being paid through user charges collected by
the P.U.C. on behalf of the Region. In the past, each local
municipality collected lot levies for water, sewer and other pur-
poses and held these in reserve funds. The proportion of these
lot levies which were collected for water and sewer services will
have to be turned over to the Region this year. In the case of
Bowmanville this will require some hard bargaining with the Region
since the former Town. of Bowmanville sewer specified the purpose
for which lot levies were being collected.

3. Project S27-74:
This project is described in the Engineer's Report attached hereto.
Not being an engineer, I can make no judgement on its necessity
or its priority. The project appears to be in the nature of main-
tenance and renewal of the existing system, and therefore its would
seem appropriate to collect the cost of it from the user charge
paid by all properties connected to the system.
4; Project S28-74:
This project is described in the Engineer's Report attached hereto.
The report outlines the situation which exists at the Bowmanville
sewage treatment plant. However, since this report was produced,
Totten Sims & Hubicki have re]ported to the Region that the Bowman-
ville plant can be expanded on its present site and that this would
be the most economical solution. They said in their report that the
relocation of the plant would have to be undertaken only if environ-
mental factors justified it. I think that it is extremely improtant
that the Town should have an input into the decision as to the
location and size of any new or expanded plant.
It has also been established as principle of both the Region and the
Town that the cost of services to provide for new development should
be paid for by the new development rather than existing users.
Therefore, following that principle, any charges which arise out of
land acquisition or design for the new plant should be collected
from the development charge fund for the Town of Newcastle rather
that from existing users.

5. In conclusion, I would recommend that the Town advise the Region
that it approves of the issue of the debentures and accepts the
charges thereunder provided that.....
(a) the costs arising out of project S27-74 should
be charged to existing users
(b) the costs arising out of project S28-74 be charged
to the development charge account for the Town of
Newcastle
(c) that the Town, through its planning department, be
kept informed of progress on project S28-74, and
that the Town be given an opportunity to comment
before any works are approved.

REPORT OF THE COMMISSIONED -Ori' WORKS, respecting the construction of
sewers, connections, and appurtenances, in the Town of Newcastle (Bowman-
ville), at the location shown in Schedule "B" hereto annexed.
I, R.F. RICHARDSON, Commissioner of Works for the Regional Municipality of
Durham,having considered the matters hereinafter mentioned respecting the
construction of sanitary sewers, connections and appurtenances as set out
above
DO HEREBY REPORT to the Council of the Regional Municipality of Durham
as follows:
1. The existing sanitary sewer services run in all directions and in var-
ious types and sizes and will conflict with the installation of other
underground services. The purpose of installing the new sewers and
house connections to the property lines is to alleviate the problem
mentioned above, and to make it possible to maintain the sanitary
sewer and remove any blockages as they occur.
2. The estimated lifetime of the works is twenty (20) years.
3. Application will be made to the Ministry of the Environment for their
certificate of approval.
4. There is an adequate outlet for the sewers proposed herein.
5. The total estimated cost of the work is $29,500.00, and the total
amount will be debentured and repayable over a period of fifteen
(15) years.
6. Debt charges resulting from the debent,ire issue of $29,500.00 will be
assessed against the Town of Newcastle in each of the years wherein
the debt payment becomes payable.

WATER POLLUTION CONTROL PLANT, BOWMANVILLE
REPORT OF THE COMMISSIONER OF WORKS, respecting the preliminary design and
land purchase for the construction of a water pollution control plant in
Bowmanville.
I, R.F. RICHARDSON, Commissioner of Works for the Regional Municipality of
Durham, having considered the matters hereinafter mentioned respecting the
preliminary design and land purchase for the construction of a water poll-
ution control plant in Bowmanville.
DO HEREBY REPORT to the Council of the Regional Municipality of Durham
as follows:
1. The capacity of the existing water pollution control plant located on
Soper Creek is fully committeed for existing development and approved
plans of subdivision. The existing plant cannot be expanded because
of property limitations and limitations on the capacity of Soper
Creek to assimilate additional effluent from the plant. This project
provides funds to determine the best location for another plant and
for the purchase of the land required for the plant.
2. The estimated lifetime of the works is twenty (20) years.
3. Application will be made to the Ministry of the Environment for their
preliminary certificate of approval.
4. The total estimated cost of the work is $$60,000.00.
5, Application will be made to Central Mortgage and Housing Corporation
for the maximum loan permitted under the National Housing Act for the
sewage treatment facility set out above with the loan being repayable
over a period of fifteen (15) years. The estimated total loan is

$40,000.00 with forgiveness amounting to $10,000.00 leaving an
estimated net loan of $30,000.00-
6. The financing of the cost of the project would therefore be as
follows;
Foregiveness on N.H.A. loan $107000.00
N.H.A. Loan to be repaid 301000,00
To be debentured $209000.00
Therefore the total amount to be debentured by public issue is
$20,000.00 and will be debentured over fifteen (15) years.
�. Debt charges resulting from the debenture issue and the N.H.A. loan
will be assessed against the Town of Newcastle in each of the years
wherein the debt payment becomes payable.
