RE: Resolution # C.S.- 243 - 75, Full Time Firefighters Hall # 1
The first duty of the public fire protection organization
is to prevent outbreak of fire, that may not only endanger public
safety but also impose an economic burden upon the community. Fire
fighting is the second fundamental duty as fires do occur despite
fire prevention efforts. Fire fighting includes: (1) saving life,
(2) localizing fire damage and (3) extinguishment with minimum loss.
It has been determined that a minimum effective first alarm
response unit in a light hazard district should consist of at least
three pieces of apparatus. Two would be combination pumper and ladder
trucks and one emergency or rescue unit, carrying the necessary
emergency tools and appliances (air-paks, lighting, smoke ejectors,
foam, ventilation and rescue equipment etc.). Minimum manpower for
reasonably satisfactory operation of this equipment would be 4 men
per unit under a chief officer. In general the larger cities employ
only paid full time fire fighters. Smaller communities may have a
full time fire chief, plus some officers and apparatus operators,
but they rely upon part-time men to provide the main balance of
personnel needed, but a general practice is to maintain at least a
nucleus of paid men on duty, particularly during daylight hours when
volunteers are employed elsewhere, and are not readily available. Call
men can seldom leave their jobs, travel through traffic and arrive
in time to help during the critical initial stages.
Most insurance rating bureaus base their rates on the type
and quantity of fire protection provided by the Municipality.
Insurance Advisory ®rganization of Canada, recently conducted a
survey of the Town of Newcastle Fire Department in order to establish
a rating schedule for the Areas. The rate is established on deficiency
points in relation to - Water supply 34%, Fire Department 30%, Fire
alarm 11%. Fire prevention 7%, Fire Department total 48%, with the
remainder for Building Department, struct UAal and climate conditions.
The areas are placed in one of 5 classes, for a comparison on a $35,000.
Fire Insurance Policy which is the average amount carried on residental
property, contents,with incidentals, the following would apply.

The Town of Bowmanville rating is 3 or $103. with Clarke and
Darlington Townships ranging from 3 to 5. If a 2 rating could be
obtained a savings of a minimum of $14. to a high of $159. per
annum would be established.
A serious shortage of part-time personnel who are able to
respond to an initial alarm has developed, due to their full-time
vocations, distance from their residence to the firehall, shift
workers who are on the night shift and are sleeping during the
daytime. It is therefore recommended that sufficient full time fire
fighters be employed to provide proper manning of the first alarm
response unit and provide a reasonable level of fire protection.,
and fire prevention for the area.
