Elgin and Concession Street Intersection

At the July 15th, 1976 Works Committee meeting, the
above-mentioned subject was held in abeyance pending'
a report.'
On July 21st, 1976, a manual eight-hour traffic count
was taken, a copy of which is attached. In checking
with the Durham Regional Police Department, their
accident reports show one accident in 1974, one in
1975, and one in 1976 to date. The horizontal
alignment of Elgin Street through the intersection
has 'a slight jog. Traffic control of the intersection
is by stop signs for east - west traffic on Concession
Street with the addition of a four-way flashing light
inthe centre of the intersection. Approaching the
intersection from the east, the red flasher is not
clearly visible, reason being the lens is not properly
aimed toward westbound traffic. One existing stop sign
for westbound traffic is located too far from the
intersection. The other existing stop sign for eastbound
traffic is not visible until a motorist is within
approximately two hundred (200) feet of the intersection.
This is caused by bushes and overhanging tree limbs on
the south side of Concession Street. Eastboundmotorists
have a difficult time in looking to the north due to an
existing hedge on the northwest corner. In order for
a motorist to sees they have to pull out into the
intersection to have adequate sight to the north.
The following could be considered:
1) Reversing the control at the intersection, however,
this could create a problem for pedestrian traffic,
especially school children.
2) A four-way stop control could be considered, however,
in view of the`A.A.D.T., it is questionable if this
would get Region approval.

In view of the noted facts, the following is recommended: -
a) Realign the flasher for westbound traffic.
b) Relocate the westbound stop sign.
c) Trim all trees, etc., that are blocking the view of the
stop sign for eastbound traffic.
d) Have the property owner on the northwest corner trim
and/or remove a sufficient amount of the hedge to conform
with the by-law example that hedges, fences, etc., are
not to be higher than three feet six inches (31611) above
the crown of the road within a fifty (50) foot sight
triangle on any corner.
e) Stop bars on Concession Street would help define the
stop location at the intersection.
Finally, as in similar traffic problems, parking in the area
of the intersection should be enforced.
