'Subject: Engineering Services - Pees.
At a Meeting between Council and Department Heads on September
29, 1977,.the noted subject was discussed. At this time Mayor
Rickard, Councillors Dykstra, Taylor And Woodyard were present
and, as a result, it was requested that a proposal be obtained
from our Consulting firm.
Attached is the subject proposal., as presented by Mr. R.G. Sims.
Since the Town of Newcastle was formed in January, 1974, Messrs.
Totten, Sims, Hubicki & Associates have supplied the necessary
consulting services for the Public Works Department.
Upon receiving a proposal from Totten, Sims, Hubicki & Assoc-
iates relating to consulting fees, the Public Works Committee,
in December 1974, passed a resolution that this firm's services
be used. This resolution was adopted by Council and, as per the
proposal, did provide for an added percentage of 60%, with the
exception of bridges and culverts, which, as per Ministry crit-
eria, are set at 100%(one hundred per cent).
1. have discussed the attached document with Mr. h. DeGroot, Town
Treasurer, and it wi1L be noted that "Special Projects" (see
Page 13) are a category being clig:ible for the normal minimum
amount added to the basic salary.
Resulting from the above, the Works Department has reduced it's
consulting costs considerably, following the action taken in
1974.
In conclus.ion, Messrs. Totten, Sims, Hubicki & Associates Limited
have provided efficient and economica.L consulting services for
the Works Department and, based on this experience, I would
recommend that this firm be utilized totally for the Town's needs.
