Subject: Oil Supply.
As requested by Resolution # F-224-77 pertaining to
the above subject, this is to advise you that, during the past three
years the Public Works Department has tendered for the necessary
gasoline, diesel fuel, heating fuel, motor oils, etc., and included
in the tender was the necessary heating fuel for Town buildings, other
than Works buildings. At the present time, tenders are again being
called, and are due on July 6, 1977, for the abovementioned items.
In August 1976, the tender was awarded to Shell Oil
Company Limited and, although not stipulated in the tender, Shell
® did, in fact, have a set rate for cleaning furnaces. The Public Works
4 w�---D-ep-ffrtmnTt-T3-d-n-o-f7in the scheme due to unfortunate past experiences
under such an arrangement in 1975. However, I believe Mr. Descent
utilized the cleaning service in 1976. I do not recommend that a
service of this nature be included in the tender.
It will be appreciated that, under the tender system,
a different supplier could be responsible for furnace maintenance,
fuels, etc., each year. We have learned from past experience that
this type of disjointed maintenance is much too costly and the Works
Department endeavours, wherever possible, to avoid such agreements.
