TOPIC: Proposed Par?ting 3y -law for the Town of Newcastle
DATE: April 6, 1976.
Further to the Public works Committee meeting held on March
12, 1976, regarding the resolution of the Finance Committee
Number F-99-76, in which the staff prepare a report in regards
to parking enforcement, meters and the financing thereof.
Parking 'enforcement
In 1974, the Region of Durham was formed and in turn certain
roads within the Town of Newcastle became Regional highways.
The Region have prepared and passed their parking by-law for
all of their Regional Highways. Examples of these highways
are Main Street, Orono; Mill Street, Neweastle; and probably
Iing Street in Bowmanville and Newcastle.
We would recommend that the Town of Newcastle control all
packing regulations within the Town which would include parking
meters, no packing, no stopping etc.
On Regional Roads, the Town would enforce the Parking Regulations
and collect and receive all revenue from the fines.
We also feel that these Enforcement Officers shall come under
the direct supervision of the By-law Enforcement Officer.
Meters
The meters would be under the responsibility of the Enforcement
Officer for the repair and maintenance of the meters.
Any additions or removals of the meters could be completed by
the Worl;s Department but only for that purpose.
Any additions or removals of the meters would require to be
in concurrence with the proposed by -lav in regards to location,
etc.
Financiru'
We feel that if the Town of Newcastle were to control all
parking regulations within the Town of Newcastle that this
would be very advantageous in regards to control and revenue.
The proposed by-law has increased the fines a great deal and
are as follows-
- under the former by-law a parking meter penalty was 31.00,
all other fines such as no parking waa a fine of $,10.00
for the first offence and no more than $>25.00 for every
subsequent offence.
-under the new by-law the penalties are as follows -
a 32.00 fine for a parking meter offence and for parkin. -
more than 12 inches from a curb, if a summons is required
then the fine shall not be more than $?25.00.
- a $5.00 fine for no parking restrictions such as -
parking in front of a highway, in front of a driveway, in
front of a fire hall or within 50 feet of a level crossing.
If a summons is required the maximum penalty will be $25.00
a $10.00 fine for stopping on a crosswalk (30 feet), double
parking, stoppinr, on a boulevard, stopping on a bsidge, eto.
If a summons is required then the fine of $325.00 maximum can
be used.
The new by-law also states that the fine may be paid within
72 hours at various locations within The Town of Newcastle as
compared to the former by -lair which had a time period of 48 hours.
The present rate for parking meters is as follows and we feel
that at the present time these amounts axe adequate.
They are as follows- 5 cents / 30 minutes
90 cents / 60 minutes
25 cents / 120 minutes.
