SUBJECT: Division of Watercourse for the purpose of producing
a building lot on Third Street in Bowmanville
On August 19, 1975, Council passed a by-law to
permit the obstructing of any water course within
the Town of Newcastle. This by-law prohibits any-
one from blocking swales or drainage patterns
which would cause water backups on the upstream
end and flooding other property owners.
At the present time, Mr. K. Potter, a builder
from Oshawa, wishes to build a semi-detached home
on a lot on Third Street which at the present time
is draining the water from the north. The builder
has agreed to install a 21 inch culvert from the
back of his property to the existing ditch as
shown on the attached drawing. The builder has
also agreed to raise the elevation of the house to
give more slope to the back of the property and
into the mouth of the culvert.
Therefore, I would appreciate your approval or
comments on this proposed diversion at this time.
