RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-25-87 be received; and
2. THAT the Region of Durham be advised that the Town of Newcastle does not support the
extension of draft approval for Plan of Subdivision 18T-81008.
BACKGROUND AND COMMENT:
This application received Draft Approval from the Town in September of 1981. In January
of 1986 this was extended for one (1) year.
At that time Staff was concerned about the temporary access onto King Street. It was a
concern due to the fact that there had been no applications made regarding any development
on the lands surrounding the site. Staff wished to provide the developer with the
opportunity to evaluate the situation.
The intent was for the developer to examine and evaluate any viable alternatives. At this

time Staff has received no alternative designs and there has been no
application made for any development on the surrounding lands.
Staff stated in Report PD-15-86 (request for extension) that:
"At such time as the extension of draft approval is considered again,
Staff will re-evaluate its position should no substantive action have
been taken by the developer towards proceeding with the development."
Since there has been no action on the part of the developer to finalize
the plan, Staff is unable to support the application for extension of
draft approval.

Please note that approval issued by the Region with respect to the
above referenced draft plan will lapse on March 29, 1987, pursuant
to the Planning Act unless an extension is granted prior to the
lapsing date.
The Region is now considering to grant such an extension. If
there is any reason the extension should not be given please
advise me immediately. If we do not hear from you within 30 days,
it would be construed that your municipality has no objection to
the extension.
