THAT Report PD-203-87 be received; and 2. THAT Application to Amend the Enniskillen Hamlet Development Plan, File: OP 3.3(6) and Rezoning Application, File: DEV 87-49 be r•efer•r•ed back to Staff for• pr•epar•ation of a subsequent r•epor•t upon receipt of all outstanding circulation comments and the r•equir•ed Engineering Report; and 3. THAT a copy of Council's decision be for•war•ded to the applicant. BACKGROUND AND COMMENT: On June 6, 1987, the Town received an application from Ms. Linda Sweet to rezone a 2.4 hectare parcel of land in Part Lot 20, Concession 8, for•mer• Township of Darlington (see * key map attached) from "Agr•icultur•al" and "Environmental Protection (EP )" to an appr•opr•iate zone to permit the creation of three (3) residential lots. Subsequently, on ...2 ~~~ REPORT NO.: PD-203-87 Page 2 June 11, 1987, the applicant submitted an application to amend the Enniskillen Hamlet Development Plan to increase the number of lots permitted f r•om "2 " to "3 " . The two applications were circulated to various agencies for• comment. The following is a summary of comments received date: Town of Newcastle Public Works Department "We have reviewed the above-noted application and have no objections in principle. Please note that access to proposed Lot #1 will not be permitted from the unopened road allowance between Lots 20 & 21." Town of Newcastle Fire Department "This Department has no objection to the application. Please be advised that this location is outside of the recognized 5 mile response area." Region of Durham Health Unit "The above applications have been inspected by this Department and is not approved (recommend applicant submit detailed development proposal with cross-sectional diagrams)." Town of Newcastle Community Services Department "No objection. I would recommend 5% cash-in-lieu of parkland dedication be requested." The Ministry of Agr•icultur•e and Food has indicated no objection to the subject application. Comments have yet to be received from the following agencies: - Region of Durham Planning Department - Region of Durham Works Department - Central Lake Ontario Conservation Authority - Mi ni str•y of the Envi r•onment - Mi ni str•y of Natural Resources ...3 ~~~> REPORT NO.: PD-203-87 Page 3 Section 9.11 of the Town of Newcastle Official Plan r•equir•es development applications within Hamlets to be accompanied b y a detailed Engineering Report based on test drilling to confirm the suitability of the subject site for• development on private services. The applicant has been advised of this r•equir•ement and has also been made aware of the concerns of the Health Unit. The Engineering Study has not as of yet been submitted. Given that a number of circulation comments ar•e still outstanding and the r•equir•ed Engineering Study has yet to be submitted, it is respectfully recommended that the subject applications be r•efer•r•ed back to Staff for• pr•epar•ation of a subsequent r•epor•t upon the receipt of all r•equir•ed i nfor•mati on .
