OF CLARKE (NEWCASTLE VILLAGE) WILSWAR ENTERPRISES REC0~9hiENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1. THAT Report PD-165-87 be received; and 2. THAT the Ministry of Municipal Affairs be advised that the Town of Newcastle has no objections to the proposed revisions to Plan 18T-78027, prepared by Donevan and Fleischmann, Job No. 1-7282, dated May 14, 1987, illustrating 111 lots for single family dwellings, 58 lots for linked dwellings, a park block and additional blocks for street widening, and 0.3 metre reserves. BACKGROUND AND COMMENT: On June 4, 1987 the Town received a copy of Plan 18T-78027 as revised, from the Ministry of Municipal Affairs requesting the Town's comments prior to their consideration of the request to amend the draft conditions of approval as issued in 1982. Staff would note for the Committee's information that the draft approval, as issued, has received the necessary extensions; most recently being considered by Committee and Council April 6 and 13, 1987 respectively. ...2 r ~~) REPORT NO.: PD-165-87 Page 2 ~v° In reviewing the proposed revisions, Staff would note that the densities proposed would comply with the appropriate provisions of the Newcastle Village Ufficial Plan based on a 15 persons per gross acre ratio. It is furthermore noted that the proposed revisions would affect the draft plan by altering the road pattern slightly through the deletion of a cul-de-sac and re-alignment of the park block entrances. Staff would note that the draft conditions as previously issued did provide special consideration to the Canadian Pacific Railway along the northerly lot line as it affected housing construction. Staff would anticipate that the Canadian Pacific Railway, in reviewing the most recent plan, would impose similar considerations and restrictions on lots 74 through 92. In reviewing the draft conditions of approval as previously issued, Staff would confirm that the requirement for the entering into a subdivision agreement and provisions related thereto, would be consistent with the present requirements imposed through draft approval. Staff would note that Block 142 as highlighted on the revised plan would provide for the possible extension for residential development easterly of the subject lands on lands designated for residential development within the Newcastle Village Official Plan. Accordingly and in consideration of the above-noted comments, Staff would have no objections to the proposed revisions as illustrated on the Plan of Subdivision 18T-78027 prepared by Donevan and Fleischmann, Drawing No. 1-7282, dated Nlay 14, 1987.
