RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1. THAT Report PD-166-87 be received; and
2. THAT Council give consideration to the appropriateness of utilizing the Hamlet
* Development Plan for Newtonville (attached hereto) as forwarded to the Region of
Durham on April 29, 1981 as the basis for a possible amendment to the Durham
Regional Official Plan and the Town of Newcastle Official Plan; and
3. THAT a copy of Report PD-166-87 and Council's decision be forwarded to the Region
of Durham; and
4. THAT Council provide direction to Town Staff in respect of this matter.
BACKGROUND AND CUMNIENT:
Regional Planning Staff, in recent discussions with Town Staff in respect of the
construction of a Communal Water Supply System in the Hamlet of Newtonville, have
indicated that a Hamlet Development Plan for Newtonville should be approved by Newcastle

Council and Regional Council prior to the necessary funds for the water
system being included in the Region's Capital Budget.
In November, 1980, Newcastle Council considered a Hamlet. Development Plan
for Newtonville and directed Staff to conduct a survey of Newtonville
residents and forward the results of said survey and the Hamlet Development
Plan to Regional Council for comment in accordance with Section 10.4.2.2 of
the Durham Regional Ufficial Plan. The Hamlet Plan and survey results were
forwarded to the Region on April 29, 1981. A copy of the Land Use Schedule
of the Hamlet Plan is attached hereto for Committee's information.
In a Commissioner's Report considered by Regional Planning Committee on
September 8, 1981, Regional Planning Staff indicated they were unable to
support the proposed Hamlet Development Plan given the amount of new
development proposed and the difficulties in the private servicing of such
development due to adverse site conditions. Planning Committee and
subsequently Regional Council resolved to forward a copy of the
Commissioner's Report to the Town for our consideration.
Staff note that the installation of a Communal Water Supply System in the
Hamlet of Newtonville could eliminate many of the difficulties with the
servicing of new development. As we11, Staff reference the urgent need to
rectify the well contamination problem in Newtonville and Council's request
to the Region to proceed with the installation of a Communal Water Supply
System in the Hamlet.
It is therefore recommended that Committee and Council consider the
appropriateness of utilizing the Hamlet Plan as previously approved by
Council, as a basis for a possible amendment to the Region's and the Town's
Ufficial Plan, and that the Region of Durham be advised accordingly of
Council's position.
