'SHERLAS the Council of the Town of Bowmnv11le has duly passed By-Law No 3 1567 providing , for the borrowing of the sum of C 15.0 , 000 . 00 upon debentures for the purpose of defraying the cost of erecting and . equiping a six room Public School in the Town of Bowmanville AND WHEREAS pending the issue and sale of the said debentures it is necessary that money should be borrowed from time to time to defray the cost of the said erection and equipment .
