SUBJECT: STUDY OF TOWN OF NEWCASTLE FIRE PROTECTION SERVICES AND PROPOSED SUPPLEMENTARY AGREEMENT IN RESPECT OF THE IMPACT ON MUNICIPAL FIRE PROTECTION SERVICES RECOMMENDATION: 1. That this report be received for information; 2. That the Hydro Liaison Committee recommend to Council that the attached draft by-law and Agreement be executed as soon as possible. BACKGROUND AND COMMENT: TELEPHONE 623-3379 Administrator's report 34 - 83 called for the formation of a Technical Committee of municipal staff and representatives of Ontario Hydro. This Technical Committee would be charged with the finalization of the terms of reference and a proposal call to appropriate consultants. It would also be the Technical Committee's role to bring forward to the Hydro Liaison Committee a recommendation with respect to the hiring of the consultant. The report also suggested that the proposed Supplementary Agreement in respect to the impact on Municipal Fire Protection Service be approved by the Liaison Committee and forwarded to Newcastle Council and the Region of Durham for execution as soon as possible. Attached you will find revised Terms of Reference for a Study of the Town of Newcastle's Fire Protection Services. There have been two changes with respect to the terms of reference. The first can be found in (i) (b). The refined wording would provide greater guidance to those consultants bidding on the project. The second change under item (iii), second sentence, attempts to more closely define the services anticipated from the consultant. ..2 ADMIN. 62 - 83 -2- In addition to the attached Terms of Reference, I have also attached a copy of a draft Supplementary Agreement #10 together with a draft by-law. The Agreement provides for the formation of a sub -committee and the spending of up to a maximum of $25,000.00 from the Station "B" account for consulting purposes. TERMS OF REFERENCE FOR A STUDY OF THE TOWN OF NEWCASTLE'S FIRE PROTECTION SERVICES PURPOSE: The study of the Town of Newcastle's Fire Protection Services is intended to: i) To determine the adequacy of the existing service to meet current demands; and ii) To identify improvements and/or expansions of service required over the next five years, to meet the demands of anticipated growth; and iii) To identify any improvements and/or expansion of service required now or over the next five years arising from the construction and operation of the Darlington Generating Station including growth resulting from the influx of Hydro employees. STUDY REQUIREMENTS: i) The consultant will prepare a summary of current fire protection services in the Town of Newcastle specifically identifying: a) Current manpower and training levels b) Current service areas and response levels related to: Stock of housing; Type and size of industry; Potential fire hazards; Centres of population; Placement of fire protection resources. c) Current capital and equipment levels d) Current Five -Year capital forecast projections ii) The consultant will prepare a synopsis of accepted Provincial Standards for Municipal Fire protection services for municipalities comparable to the Town of Newcastle and will identify any improvements and/or expansions of service currently required in the Town. ..2 -2- This aspect of the study will require the consultant to review existing literature pertinent to the operations of the Town of Newcastle Fire Department, and to review Provincial requirements with the appropriate Provincial and/or Municipal Authorities. The consultant will be required to identify potential costs of any recommended improvements and/or expansions. iii) The consultant will be required to identify any improvements and/or expansions to fire protection services in the Town of Newcastle required as a consequence of anticipated population growth and development of the community over the next five years (including costs of such requirements). Specifically, the consultant will be required to determine Ontario Hydro's requirements for back-up fire protection service during construction and operation of the Darlington Generating Station and make recommendations regarding expansion and/or improvements to the Town's fire protection service including manpower requirements, training requirements, procedural requirements and capital equipment requirements. Costs associated with these recommendations should be provided. The consultant in completing this aspect of the study will be required to review and update existing population and growth projections making specific reference to existing studies completed in conjunction with Ontario Hydro. iv) The consultant will be required to review the Town of Newcastle's Five -Year capital forecast as it applies to fire protection services and to make specific recommendations in respect of the potential location and timing of additional fire stations as may be identified as necessary. ..3 -3- ADMINISTRATION COSTS AND DURATION: The study will be administered by a Technical Committee of Municipal staff with representatives from Ontario Hydro and/or other Provincial Authorities (Fire Marshal's Office). The study should be completed within 16 weeks of commencement at an upset limit of $25,000.00. Detailed statements will be required on a monthly basis and costs should include printing of 25 final reports. THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 83-172 being a by-law to authorize the execution of Amending Agreement Number Ten with Ontario Hydro with respect to the Study of Municipal Fire Protection Services, Darlington Generating Station "B" account. The Council of the Corporation of the Town of Newcastle HEREBY ENACTS AS FOLLOWS: That the Mayor and Clerk are hereby authorized to execute on behalf of the Corporation of the Town of Newcastle and seal with the Corporation Seal, an Agreement between Ontario Hydro and the said Corporation with respect to the Study of Municipal Fire Protection Services, Darlington Generating Station "B" account.
