That this report be received; and 2. That a Technical Committee of Municipal Staff and representatives of Ontario Hydro be formed to review the attached "Draft Terms of Reference for a Study of the Town of Newcastle's Fire Protection Services"; and 3. That on finalization of the "Terms of Reference" that a call for proposals to perform the study be undertaken by the Technical Committee, and that a further recommendation in respect of the award of the study be brought forward to the Liaison Committee; and 4. BACKGROUND AND COMMENT: Over the last several months, discussions between Ontario Hydro and Municipal representatives have taken place in respect of current and future fire protection services in the Town; more particularly the potential demand on those services through the construction and operation of the Darlington Generating Station. It has been suggested and tentatively agreed amongst Town and Hydro staff that a study of Fire Protection Services should be undertaken (see attached letter of May 20 1983). Draft Terms of Reference for such a study have been prepared by ..2 -2- ADMIN. 34 - 83 Municipal staff (attached) and it is felt that they should be reviewed by a Technical Committee of Municipal and Hydro Officials and the study initiated as soon as possible. (See recommendations). During the course of the discussions in respect of the potential impact of the Generating Station, a number of municipal capital expenditures have been identified that can be considered as in part attributable to the construction of the Darlington Generating Station. It is understood that Ontario Hydro is prepared to enter into a Supplementary Agreement in respect of Fire Protection Services at this time, bearing in mind that existing and future impact will be subject to further analysis through the proposed study. Administrator DRAFT TERMS OF REFERENCE FOR A STUDY OF THE TOWN OF NEWCASTLE'S FIRE PROTECTION SERVICES PURPOSE: The study of the Town of Newcastle's Fire Protection Services is intended to: i) To determine the adequacy of the existing service to meet current demands; and ii) To identify improvements and/or expansions of service required over the next five years, to meet the demands of anticipated growth; and iii) To identify any improvements and/or expansion of service required now or over the next five years arising from the construction and operation of the Darlington Generating Station including growth resulting from the influx of Hydro employees. STUDY REQUIREMENTS: i) The consultant will prepare a summary of current fire protection services in the Town of Newcastle specifically identifying: a) Current manpower and training levels b) Current service areas and response procedures c) Current capital and equipment levels d) Current Five -Year capital forecast projections ii) The consultant will prepare a synopsis of accepted Provincial Standards for Municipal Fire protection services for municipalities comparable to the Town of Newcastle and will identify any improvements and/or expansions of service currently required in the Town. This aspect of the study will require the consultant to review existing literature pertinent to the operations of the Town of Newcastle Fire Department, and to review Provincial requirements with the appropriate Provincial and/or Municipal Authorities. ..2 DRAFT -2- The consultant will be required to identify potential costs of any recommended improvements and/or expansions. iii) The consultant will be required to identify any improvements and/or expansions to fire protection services in the Town of Newcastle required as a consequence of anticipated population growth and development of the community over the next five years (including costs of such requirements). Specifically, the consultant will be required to identify improvements and/or expansions to the Town's fire protection services arising as a consequence of the construction and operation of the Darlington Generating Station; including the identification of specific manpower, having capital equipment and procedural requirements, again including associated costs. The consultant in completing this aspect of the study will be required to review and update existing population and growth projections making specific reference to existing studies completed in conjunction with Ontario Hydro. iv) The consultant will be required to review the Town of Newcastle's Five -Year capital forecast as it applies to fire protection services and to make specific recommendations in respect of the potential location and timing of additional fire stations as may be identified as necessary. ADMINISTRATION COSTS AND DURATION: The study will be administered by a Technical Committee of Municipal staff with representatives from Ontario Hydro and/or other Provincial Authorities (Fire Marshal's Office). The study should be completed within 16 weeks of commencement at an upset limit of $25,000.00. Hubbard, Councillor 132 Wellington Street Ba,$7ANVILLE, Ontario L1C 1W1 Dear Mr. Smith and Mrs. Hubbard: Darlington GS Submission to the Hydro/Newcastle Liaison Committee Meeting of March 17, 1983 on FIRE PROTECTION SERVICES We have undertaken examination of your proposal for a study to be made with respect to fire protection services of the Town of Newcastle relating to the construction of the Darlington Nuclear Station. It is our recommendation that the Town undertake such a study to ascertain the areas of growth to the Town's Fire Protection Service (TFPS) likely to occur and make proposals to enhance such services to meet the expected increased demand on them relating to the construction of Darlington GS. A preliminary outline of concerns which the study should address are: by examination of the TFPS, determine its present capabilities and capacities to deal with fire emergencies relating to the present stocks of housing; type and size of industry and their potential fire hazard; centres of population, density, and distribution and placement of TFPS resources to meet emergent conditions. The study should also establish a "Comparative" relationship between the TFPS, Provincial standards and another similar Ontario community. 2 Mr. D.N. Smith/Mrs. M. Hubbard 20 May 83 We are prepared, with your concurrence and upon development of a terms of reference for such a study, to reconmend that the study be carried out as an aspect of Growth Management funded under Account "B" of the Hydro/Newcastle Liaison Agreement as stated in paragraph 8 of the Agreement.
