SUBJECT: ORONO FIRE HALL
1983 CAPITAL PROJECT
RECOMMENDATIONS:
1. That this report be received; and

2. That the Town's consulting engineers, Totten, Sims, Hubicki,
be requested to undertake the design, tendering and
construction supervision of the new fire hall in Orono; and
3. That a technical committee of staff be authorized to meet
with Totten, Sims, Hubicki to assist in the project
design and implementation.
BACKGROUND AND COMMENT:
The Fire Chief, Deputy Chief and Administrator have recently
met to discuss initially the Orono Fire Hall project, included in
the 1983 capital budget for construction this year.
Staff would like to see the construction project proceed as soon
as possible and therefore recommend that Totten, Sims, Hubicki,
the Town's consulting engineers be requested to design and
supervise the project in consultation with a technical committee
of staff.
Appropriately, the technical committee would consist of the Fire
Chief, Deputy Fire Chief, the C.A.O., the Director of Works and/or
Director of Planning; other staff might be requested to participate
on an as -needed basis.
Staff note that the Courtice Fire Hall was constructed over 15�
approximately a six-month period, starting in the winter season. aIU

As the Orono Station will be less elaborate than the Courtice
Hall and will be constructed starting in the spring, it is
anticipated that the construction period will be significantly
shorter.
Staff will report back to Council prior to the calling of
tenders, to ensure that Council has the opportunity to review the
proposed design and cost estimates.
For the information of Committee, the land purchased in 1982 for
the Fire Hall site is zoned "R", and "A" under by-law 1592
(zoning). Section 3.10 of that by-law permits the erection of
buildings in structures for "Public Uses" provided that:
a) The lot coverage, setback and yard requirements
prescribed for the zone in which such land, building or
structure is located shall be complied with.
b) No goods, material, or equipment shall be stored in
the open in an R1 or RR Zone.
c) Any building erected in an R1 or RR Zone under the
authority of this paragraph shall be designed and
maintained in general harmony with residential
buildings of the type permitted in the zone.
