SUBJECT: CANADA COMMUNITY DEVELOPMENT PROJECT
NEWCASTLE TOURISM DEVELOPMENT PROJECT
RECOMMENDATIONS:
1. That this report be received; and
2. That the Employment Development Branch of the Federal Ministry
of Employment and Immigration be advised of the following in
respect of the "Newcastle Tourism Development Project":
a) The project will start on Monday, February 21 1983 and
finish on Friday, October 21 1983;
b) Each of the three employees will be working 40 hours
per week;
c) The project is sponsored by The Corporation of the Town of
Newcastle, 40 Temperance Street, Bowmanville, Ontario;
d) The project office will be located in Bowmanville, Ontario
with responsibility for activities throughout the Town of
Newcastle;
e) The legal signing officers of the Town of Newcastle for the
purposes of signing the contract will be the Mayor and Town Clerk.
For the purposes of issuing cheques, the signing officers are
the Mayor and Town Treasurer;
f) The principle contact person for this project will be
Mr. D. N. Smith, Chief Administrative Officer of the Town of Newcastle;
g) All project bookkeeping will be performed by the Treasury
Department of the Town of Newcastle;
h) The applicable Workmen's Compensation Board Assessment
Number is 75184356.
The rate is $1.95 per $100.00 of earnings;

i) The project funds will be amalgamated with the funds
of the Corporation and accounted for internally; and
3. That the attached by-law be adopted approving the execution of
a contract with the Ministry of Employment and Immigration
Canada; and
4. That Staff are authorized to proceed with the Newcastle Tourism
Development Project including the hiring of staff and the provision
of office space and materials.
BACKGROUND AND COMMENT:
As members of Council are aware, the Town applied for and received approval
of two projects under the Federal "Canada Community Development Program".
The "Newcastle Tourism Development Project" as described in the attached
material, has been approved in the amount of $26,810.00 for a 35 week
period that must start on or before February 25 1983.
In order to proceed with the project, which will allow for the hiring
of three persons, the Town must execute a contract with the Federal Govern-
ment. The information contained within the recommendation has been
requested by the Ministry for the purposes of drafting the necessary contract.
Staff have attached a by-law for execution of the contract by the Town
now in order to avoid future possible delays, and is suggesting that a
general authorization be given to proceed with the project so that as
soon as the contract is finalized, the process of hiring staff can be
undertaken and the February 25th deadline met.
Staff note that all monies to be expended on the project are from the
Federal Ministry of Employment and Immigration through the Canada
Community Development Program.

NEWCASTLE TOURISM DEVELOPMENT PROJECT
Project Description:
The "Newcastle Tourism Development Project", a portion of the
Town of Newcastle's Canada Community Development application,
aims to employ three persons in the promotion and development
of public and private cultural, recreational and educational
facilities in the Town of Newcastle.
More specifically, the project sponsored by the Town of
Newcastle and working under the auspices of the Town will
undertake the following tasks:
1. Distribution of Promotional Material
Staff will be responsible for compiling, preparing and distributing
promotional material on the cultural, recreational and educational
attractions of the Town. Specifically, they will be responsible
for the production of a general promotional brochure for the
Town of Newcastle.
The objective of this task is to stimulate tourism in the Municipality
by increasing public awareness throughout the "metro -east" area.
Production costs for producing the brochure, printing materials,
etc. will be borne by the Town.
2. Information Centre
The staff will be responsible for operating a Tourist Information
Centre in the municipality during the spring, summer and fall of
1983. The centre will be established to promote strictly local
facilities, in effect supplementing existing large scale tourist
promotion activities.
The "centre" will be a temporary structure located in Bowmanville,
the major urban area in the Town of Newcastle.
One of the three staff workers will be responsible for the
information centre during a 20 week summer through fall tourist season.
The objective of the centre as noted above is to stimulate tourism
in the municipality.

3. Town of Newcastle Development Board
Staff will be responsible for establishing a "Town of Newcastle
Development Board" comprised of local businesses and organizations
charged with the responsibility of investigating ways and means
of developing local tourist potential as a means of economic
development, and in particular, long term job creation.
It is the objective to establish the Board as a permanent, self-
financing organization responsible for promotion of the Town of Newcastle.
The.Tourist Development Project is seen as being one year in duration,
from January 1 1983 to January 1 1984. The project staff will consist
of a project co-ordinator directly responsible to the Town of
Newcastle for the administration and operations of the project. The
co-ordinator will be responsible for submitting a report to the
Corporation summarizing the activities of the project on project
completion. A project worker will assist the co-ordinator in
undertaking the tasks outlined and will be responsible for all
secretarial and clerical duties. A third worker will be hired for
the summer through fall period to staff a tourist information office
as described.
Budget
Salaries: 1 co-ordinator $280.00 per week -
52 weeks x 40 hours per week $14,560.00 per year
1 project worker $168.00 per week -
52 weeks x 40 hours per week $8,736.00 per year
1 part-time worker (seasonal) $168.00 per week -
20 weeks x 40 hours per week $3,360.00 per season

Hiring: The Canada Community Development Project identified a
number of priorities for employing persons in Ontario.
The Town of Newcastle will attempt to meet those priorities through
this application.

of the Government of Canada as represented by

The Council of the Corporation of the Town of Newcastle
HEREBY ENACT AS FOLLOWS:
That the Mayor and Clerk are hereby authorized to execute
on behalf of the Corporation of the Town of Newcastle and seal
with the Corporation Seal an Agreement between HER MAJESTY THE
QUEEN, in right of the Government of Canada as represented by
the Minister of Employment and Immigration, and the said Corporation
dated the day of A.D. 1983,
which is attached hereto as Schedule "X".

organization. This applies to both those who will sign the contract and
those who will have signing authority for cheques.

project funds are to be amalgamated with those of the sponsoring
organization. If they are to be amalgamated, this information will be
included in the body of the contract, and at time of contract, your
account number will be noted.
Once this information is determined, your contract will be completed and
forwarded to you, either in person or by mail, for signature by those two
persons (indicated above) who are legal signees. Two copies will be returned
to our office, the third retained by the sponsor. At a later date, you will
receive one of the contracts back, signed by a representative of the Government
of Canada.
Please read the information on the Schedule A (activities and financial details)
and in the body of the contract carefully so you are familiar with their contents.
If your sponsoring organization does not already have a Revenue Canada Employer
Registration number, it is your responsibility to acquire one. Contact the
Taxation office at 1-800-267-2130 (toll free), quote your Canada Community
Development Project name and number and request a Registration number and
taxation kit.
This kit will be sent to you and will contain all the necessary information,
forms and instructions needed for your employees and bookkeeper. Remittances
must be made to the Receiver General on a regular basis and according to the
regulations established in the package you will receive. The employee's share
of Income Tax, Unemployment Insurance and Canada Pension will be deducted from
their salaries, and the employer's share of Unemployment Insurance and Canada
Pension comes from your Other Costs dollars, as does vacation pay, based on
4% of the employee's gross wages. All remittances are the responsibility of
the sponsor.
Once the contract is signed, you become an employer, with the authority and
responsibility of an employer. This includes financial responsibility, hiring
procedures and the establishing of personnel guidelines. Contact your nearest
Canada Employment Centre and inform them that your project has been approved
for funding and that you request referrals for interviewing. All referral
slips received from the Canada Employment Centre for potential employees must
be kept on file. Your contact person is Sandy MacDonald at the Oshawa Canada

All employees hired must be registered with the C.E.C. and referred to you
through that source. According to the guidelines established by the Minister
of Employment and Immigration, you must give equal consideration to those
people who have been designated as hard to place: youth, female, natives
and handicapped.
If for any reason your project cannot start as originally planned, an employee
leaves and time is lost or the approved activities alter, you must contact
your project officer to have the contract amended. As in the original contract,
three copies will be forwarded, signed and returned.
Once the contract is signed, a cheque will be processed in your name to cover
operating expenses for the first three months of operation. Every month you
are required to complete and forward a Project Monthly Report form (included
in the package received from our office). This form will indicate all your
expenses from the start of the project until date submitted, and estimated
costs for the following two months. Based on these figures, another cheque
nay/may not be issued to your project.
