1. That this report be received; and
2. That 1983 Budget Discussion Papers 1 and 2
be received for information.

In accordance with the 1983 Budget Buidelines staff have prepared
Discussion Papers 1 and 2 for use during the budget preparation process.
Budget Discussion Papers 1 and 2 are updated revisions of the 1982
Budget Discussion Papers and contain background information in respect
of the structure and organization of the administration and current
policies and procedures.
The Discussion Papers have been circulated to members of Council
under separate cover.
