That this report be received; and 2. That members of Committee consider the attached "points for discussion" and consider the formulation of a Municipal Grants Policy. BACKGROUND AND COMMENT: -�, V:7.-7O TELEPHONE 623-3379 During the preparation of the 1982 current budget, discussions took place between members of Council and staff about the possible formulation of a policy in respect of municipal grants. At the present time, the Town requires interested organizations to file applications for grants for consideration during the budget preparation process. There have not been any formal criteria for awarding grants adopted and it has been suggested by staff and individual members of Council that a policy might aid the process. Administrator POINTS FOR DISCUSSION TOWARDS A GRANTS POLICY A. There are possibly four categories of organizations that apply for grants: 1. Civic 2. Cultural 3. Recreational 4. Service (Charitable) B. Grants appear to be used for two types of expenditure: 1. Capital Acquisitions 2. Operating (Current Budgets) C. Should the Town's role be to provide and maintain or aid in the provision and maintenance of capital facilities only? Should operating costs outside of building maintenance be solely the responsibility of the individual organizations? D. Should organizations with separate (or affiliated) fund raising programs be eligible for Town grants? This might apply to category (A) above. "Service/Charitable" aid all follows on the notion that charitable organizations raise funds on a personal "conscience" basis. E. Should the Town's aim be to reduce the dependency of existing organizations on municipal grants by keeping annual average increases below inflation and by not financing new organizations in the 1983, 1984 and 1985 budget years? F. All requests must be by application and submitted by specified deadlines (as per existing requirements).
