JOHN'S AMBULANCE RECOMMENDATIONS: 1. That this report be received; and 2. That the surplus Emergency Van, formerly used by the Newcastle Fire Department, be donated to the St. John's Ambulance; and further 3. That Mr. D. Bird of the St. John's Ambulance, Newcastle Division, be advised that the van must be certified and licenced at their cost. BACKGROUND AND COMMENT: The attached letter dated November 30 1982 was received by the G. P. & A. Committee on December 13 1982 and referred to the C.A.O. and the Fire Chief (#G.P.E. 1333-82). The Fire Chief was asked to comment on the request and provided the attached memorandum. The "Emergency Van" has become surplus with the purchase in 1982 of a new vehicle. The van is now in storage to be offered for sale to the public through the Regional Equipment Auction or by public bid in accordance with the provisions of the purchasing by-law. As noted by the Fire Chief, the vehicle requires licencing and must be certified, which will necessitate repairs to the body of the truck. The cost of the repairs etc. would appropriately be borne by the St. John's Ambulance Association. ..2 NAG' -2- ADMIN. 2 - 83 At the present time, Council requires organizations requesting annual grants to file an application with the Town. The Town does not have a policy in respect of the awarding of grants, be they financial or in the form of equipment or services. At this time, our Division requires just about every type of equipment. Foremost on our list is a mobile first aid post. A good vehicle for this would be the old fire Dept. rescue vehicle. Rather than selling this truck to a private interest, a donation of this vehicle to us would be a definite boost to the Town of Newsastle St. John Ambulance. Hayman, Fire Chief DATE: December 23, 1982 SUBJECT: Emergency Van - Disposal Your File: 68.13.14 Our File: 10.12.5 Please be advised that I have no objection to donating the van to St. John's Ambulance. In regards to Ministry of Transportation and Communications registration requirements, my information is the licence plates must be removed and retained by the fire department for any future vehicle purchases and the licence permit is transferrable and it is the responsibility of the purchaser to have the vehicle certified and registered to the new owner. As regards to certification, mechanically there would be no problems. In regards to the body considerable repairs would be required before it could be certified. Hay n. JH:d
