That this report be received; and 2. That the Corporation of the Town of Newcastle award the contract for the collection of garbage within the limits of the Municipal Collection areas of the former Village of Orono, Orono Estates and the former Village of Newcastle to the lowest responsible bidder, which is Regional Reclaimers, Newcastle, Ontario; and 3. That the attached By -Law (82-184) to regulate the handling and collection of garbage rubbish, ashes and other waste materials within the limits of the Municipal Collection Areas of the Corporation of the Town of Newcastle, be approved. BACKGROUND AND COMMENT: Staff report TR-79-82 was considered by the General Purpose and Administration Committee on December 13 1982; the recommendations were forwarded to Council for approval on December 20th 1982. On December 20th 1982, Item 21 of Report 1, being the matters of expanding the garbage collection area in the Town and awarding a one-year contract for collection was referred to the C.A.O. for a further report. As per the discussions in Council on December 20th 1982, tender 82 - 12 (copy attached) pertains to the collection of garbage only. .2 -2- Garbage collection is within the jurisdiction of the Town of Newcastle, whereas garbage disposal is not. Tender 82 - 12, as prepared by Staff, contains two clauses requiring the contractor to dispose of the collected garbage at a licenced waste disposal facility subject to monthly verification, as well as a general clause requiring the contractor to comply with all applicable legislation. It is the responsibility of the contractor to take the collected garbage to a properly licenced site or sites; subject to cancellation of the contract. The C.A.O. has discussed the appropriateness of the tender with an official of the Ministry of the Environment and with the Town's solicitor (correspondence attached) and remains of the opinion that the recommend- ation (Item 21, Report 1) is appropriate, Regional Reclaimers being the lowest responsible bidder on Tender T82 - 12.
