REPORT TO THE HYDRO LIAISON COMMITTEE MEETING HELD
DECEMBER 1.4 1982
ADMIN. 82 - 88
SUBJECT: EXECUTION OF A SUPPLEMENTARY AGREEMENT
(NUMBER 9) IN RESPECT OF THE IMPACT OF
THE DARLINGTON STATION ON CULTURAL AND
RECREATIONAL SERVICES IN THE TOWN OF NEWCASTLE
RECOMMENDATION:
1. That this report be received; and
2. That the Hydro Liaison Committee acknowledge receipt of the
Recreation Needs Study (Culture and Recreation Master Plan)
and that a Supplementary Agreement in respect of Cultural
and Recreational Services in the Town of Newcastle be now
formally agreed to "in principle", finalized and forwarded
to Town Council for execution as soon as possible.
BACKGROUND AND COMMENT:
At the General Purpose and Administration Committee meeting of December
13 1982, the attached report in. respect of the Recreation Needs Study
(Culture and Recreation Master Plan) was considered.
The Recreation Needs Study contains a series of recommendations in
respect of the provision of Cultural and Recreational facilities in the
Town and speaks to the funding of new facilities. The Study indicates that
the Darlington Project will have an impact on the (Town's) "Leisure
delivery system", which has been determined to be presently operating at
full capacity.
In view of the findings of the Study, Town staff believe that a Supplementary
Agreement (Number 9) should now be agreed to "in principle" and finalized
as soon as possible in respect of cultural and recreational services in
the Town, using the "Needs Study" as input for the Agreement.

ADMIN. 82 - 88
It was noted at the last Hydro Liaison meeting that some preliminary
discussions had taken place and that depending on the findings of the
"Needs Study" that a further Supplementary Agreement might be appropriate.
Respectfully submitted,
