BACKGROUND AND COMMENT:
Staff have prepared the attached draft zoning by-law for
the above noted proposed mixed-use (residential/commercial) development
in the Newcastle Village harbour area. The draft is forwarded to Members
of Committee for information at this time and for consideration with the
presentation of plans by the proponents on the evening of June 14th, 1982.
The draft by-law and development agreement will be formally recommended
to Council for approval upon finalization.
Briefly, the lands covered by the by-law and agreement
(approximately 9.4 ha) represent the first phase of a larger development
proposal encompassing residential and commercial land uses.
The draft by-law allows for 162 residential units and
a number of commercial and recreational uses related to the development
of the harbour as a marina. The development agr(Ement, when complete,
will require the proponents to contribute towards the costs of developing
the lands, particularly towards upgrading access to the harbour area.
Recently, the proponents have completed a study of traffic
and parking requirements for the proposal which has been reviewed by Staff
and appears to adequately address issues of access and traffic generation.
