NO. 82-35 SUBJECT: NEWCASTLE PUBLIC LIBRARY BOARD ACCESS PROJECT, BQWMANVILLE LIBRARY RECOMMENDATIONS: 1. That this report be received for information; and 2. That the matter of the tendering of the project for handicapped access at the Bowmanville Library be considered by Council at the meeting on May 10th 1982. BACKGROUND AND COMMENT: As members of the Committee are aware, the Public Library Board has Proposed to renovate the Bowmanville Library to provide for handicapped persons access to the downstairs facilities. The proposed plan consists essentially of three parts: 1. The installation of an elevator, 2. The renovation of the downstairs washrooms, 3. The renovation of the existing meeting room and the provision of staff facilities. The project was estimated at a cost of $73,700.00 and the Library Board received a commitment from Wintario for financing of up to $55,275.00. As members of the Committee may recall, the Town agreed in the approval of the 1982 Current Budget to provide the remainder of the funds at approximately $18,000.00. On April 16th 1982, the Library Board opened tenders for the project, the lowest of the six tenders being $95,900.00, leaves :a short -fall in the Board's Capital Project Budget of $22,200.00. ..2 Jif ADMIN. NO. 82-35 _2 - At the Library Board meeting of April 21st, the Board passed a resolution requesting the Town's Administrator to meet with the Chief Librarian, the Consulting Architect to the Board, and members of the Board to consider the tender bids received, and to prepare a report to Council. On April 27th 1982, staff met with Mr. P. Carter, Consulting Architect, Barbara Schon, Chief Librarian, and Mrs. Pat Best of the Library Board to discuss the project. It was noted that bids received are fixed for a period of 30 days only and that a decision in respect of letting the tender would have to be made before May 14th 1982. The following alternatives were discussed: 1. Proceeding with renovations to the washrooms and the installation of the elevator only. This would save approximately $16,000.00 but would result in all staff facilities being removed from the building and therefore is considered inappropriate. 2. Proceeding with the renovations to the washrooms, installation of the elevator and a scaled-down meeting room and staff room, resulting in savings of possibly $4,000.00. Further savings might be realized if Town staff undertake the renovations to the staff room and meeting room and perform the excavation work necessary for the elevator. These costs have not been calculated. 3. Proceeding with the tender as called at $95,900.00 and financing the $22,200.00 short -fall from other sources. It was suggested by staff that Wintario should be approached with a view to increasing their contribution to the project, now that actual tender prices are available rather than estimates. The Chief Librarian and Mayor Rickard have been in contact with Provincial officials and it is hoped that a reply will be forthcoming prior to the May 10th Council meeting. On the basis of the Wintario reply, it would be appropriate for Council to consider the funding of this project at the May 10th Council meeting.
