SUBJECT: BUDGET DISCUSSION PAPERS 1 AND 2.
SCHEDULE OF COMMITTEE AND COUNCIL
DISCUSSIONS
BUDGET DISCUSSION PAPERS 1, 2, 3 AND 4.
RECOMMENDATIONS:
1. That this report be received; and
2. That Committee recommends to Council that the
following resolution be adopted:
"Council hereby adopts Discussion Papers 1 and 2
as background information for the consideration
of Budget Discussion Papers 3 and 4."
BACKGROUND AND COMMENT:
Discussion Papers 1 and 2, circulated to members of Council and Staff
under separate cover, are hereby submitted to the General Purpose and
Administration Committee for consideration, discussion and possible
submission to Council.
It is recommended that Council recognize Discussion Papers 1 and 2
as background information for the consideration of Discussion Papers
3 and 4.
Discussion Paper 1, outlines the existing organizational structure
of the Town, (with some modifications to be included). Discussion
Paper 2, existing policies and procedures, with further modifications
and inclusions, will form a Policy and Procedures manual for future
use by Council and Staff.
The following schedule of Committee and Council meetings outlines
suggested times for the formal consideration of all the Discussion

Papers (assuming Discussion Papers 1 and 2 are forwarded to the
next regular meeting of Council.)
1. Council Meeting - February 15 1982

2. General Purpose and Administration Committee - February 22 1982
(Discussion Papers 3 and 4)
3. Council Meeting - March 1 1982
(Discussion Paper 4)
4. General Purpose and Administration Committee - March 8 1982
(Discussion Paper 3)
5. Council Meeting - March 15 1982
(Discussion Paper 3)
Members of Council are reminded that Discussion Paper 3 pertains
to the 1982 Current Budget and Discussion Paper 4 to.the Capital
Forecast. Regional Council has requested local municipalities to
comment on local projects by March 4 1982. The Town is required to
submit the Works Department Budget to the Ministry of Transportation
and Communications by the end of March.
