REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE
MEETING OF JANUARY 11 1982
ADMIN. NO. 82-1
SUBJECT: POSITIONS OF DIRECTOR OF PLANNING
AND DIRECTOR OF PUBLIC WORKS
RECOMMENDATIONS:
1. That this report be received; and
2. That the positions of Director of Planning be established
according to the attached job descriptions; and
3. That the position of Director of Public Works be established
according to the attached job descriptions; and
4. That the attached by-laws be approved to give effect to the
above.
BACKGROUND AND COMMENT:
As members of Council are aware, the position of Director of Planning has
been technically filled by the Administrator since August 1 1981.
The position of Director of Public Works has been vacant since November
30 1981. It is felt that the Town should now proceed to fill these
positions according to the attached job descriptions. .
It is intended that these positions will be posted internally and
advertised externally, as may be appropriate, as soon as possible.
For the information of Council, the "Director of Planning" position
is rated at salary grade 15 on the salary administration program,
($28,300 to $32,6000, 1981), the "Director of Public Works" position
is rated at salary grade 16 ($30,900 to $35,500, 1981).

It should be noted that the descriptions are set out in a parallel
format to demonstrate the related nature of the positions.
Specific responsibilities have been included in the descriptions, particularly
in the case of the position of "Director of Public Works". These specific
inclusions have been made in order to address problems identified in
the administration of the Works Department.

being a by-law of the Corporation of the Town
of Newcastle to re-establish the position
of Director of Planning
WHEREAS the Council of the Corporation of the Town of Newcastle
wishes to re-establish the position of Director of Planning:
NOW THEREFORE THE CORPORATION OF THE TOWN OF NEWCASTLE BY ITS COUNCIL
ENACTS AS FOLLOWS:
1. The position of Director of Planning is hereby re-established;
2. The position shall have the duties and responsibilities as
set out in Schedule "A" to this by-law;
3. The position shall be compensated according to the Town's policy
in respect of non-union salaries.

JOB DESCRIPTION: DIRECTOR OF PLANNING

DEPARTMENT: PLANNING :AND DEVELOPMENT
DIVISION:
SUMMARY OF DUTIES:
Responsible to Council and the Chief Administrative Officer, for the
administration of the Department of Planning and Development, more
specifically, the direction and management of the Building and Planning
Divisions.
RESPONSIBILITY:
1. Responsible for the preparation of an annual budget and work program
for the department, including the preparation of current and capital budgets.
2. Responsible for the preparation and presentation to Council of reports and
recommendations in respect of all longterm and current planning matters
before the Town. These matters include, but are not restricted to,
official plans, policy statements, subdivisions, land severances, restricted
area by-laws, variances and development agreements.
3. Responsible for the preparation and presentation of reports and
recommendations directly to the Regional Land Division Committee and
the Newcastle Committee of Adjustment on the appropriateness of applications
before those bodies.
4. Generally, responsible for directing and managing the building division
and the enforcement of regulations and by-laws under the jurisdiction of
that division, in consultation with the Chief Building Official and
Clerk as may be appropriate.
5. Responsible to the Chief Administrative Officer and Council for the
preparation and administration of studies, reports and recommendations in
respect of the Town of Newcastle's agreements with Ontario Hydro
regarding construction and operation of the. Darlington Generating Station.

RESPONSIBILITY I
6. Responsible for the administration of development control and long term
policy documents in consultation with other municipal departments and
other levels of government.
7. May be required to provide assistance to other municipat departments on
planning related matters; including planning and development procedures
and policy formulation.
8. May be required to review and prepare reports on the financial impact
of particular developments or policy alternatives.
9. May be required to make presentations to Committees of Council and the
public and to represent the municipality at the Ontario Municipal Board
and other administrative tribunals.
10. May be required to undertake other duties as may be assigned by Council
or the Chief Administrative Officer.
DIRLCTOR OF PLANNING
QUALIFICATIONS
1. A degree in Urban and Regional Planning from a recognized University
or College and membership or eligibility for membership in the
Canadian Institute of Planners.
2. At least five years of municipal planning experience.
3. Proven written and oral communication skills. Proven ability to
work effectively as part of a multi -disciplinary organization.

DIVISION*
SUMMARY OF DUTIES:
Responsible to Council and the Chief Administrative Officer, for the
administration of the Department of Public Works; more specifically the
direction and management of municipal engineering, construction, maintenance
and sanitation services.
RESPONSIBILITY:
1. Responsible for, in consultation with the Chief Administrative Officer
and Treasurer, the preparation and presentation to Council of annual work
programs, budgets and capital forecasts for the Public Works Department.
2. Required to undertake where appropriate, and oversee and direct the
engineering, design, and construction of municipal roads, storm drainage
facilities, and related capital works.
3. Responsible for the direction of municipal sanitation services, and
for municipal road and storm sewer maintenance services.
4. Specifically responsible for preparing and making recommendations in
respect of the organization and staffing of the Public Works Department,
and for the preparation of recommendations about required engineering
services.
5. Specifically responsible for preparing and making recommendations in
respect of implementing a maintenance management system for the operational
activities of the Department.
6. May be required to provide assistance to other municipal departments on
engineering related matters, including the costing, design and
construction of municipal projects.
7. Required to administer development control regulations in consultation
with other municipal departments.

8. Responsible for the review of development applications, the review of
supporting engineering submissions and reports, and the preparation of
reports and recommendations to Council on the appropriateness of
such submissions.
9. May be required to review and prepare reports on the financial impact
of particular engineering, development or policy alternatives.
10. May be required to make presentations to Committes of Council and the
public and to represent the municipality at the Ontario Municipal Board
and other administrative tribunals.
11. May be required to undertake other duties as may be assigned by Council
or the Chief Administrative Officer.
